
Identifying the grassroots library system as the "extended arms" of the Provincial Library in the task of developing reading culture, the Provincial Library has increased the circulation of books to the grassroots, renewed the book warehouse, "nurtured" the grassroots libraries to meet the needs of cultural and information enjoyment, and improve the intellectual level of the people. For effective book circulation, the Provincial Library has selected and supplemented the document capital for the circulating book warehouse. Every year, along with the source of books purchased according to the allocated budget, books of national target programs, the Provincial Library promotes socialization, mobilizing publishers, organizations and individuals to participate in building book warehouses at the library, including the circulating warehouse. Currently, the circulating book warehouse has more than 10,000 copies of books in the fields of culture, society, health, agriculture , law, life...
Every year, the Provincial Library has proactively developed a plan and program for book rotation. Effectively organizing the rotation of books to commune libraries, border posts, schools, and prisons in the province. On average, each year, the Provincial Library organizes over 20 rotations to the grassroots level. During the process of book rotation to serve the grassroots level, the Provincial Library staff has proactively consulted with readers and local people to select and supplement the document capital to the rotation warehouse accordingly. Specifically, books on history, culture, science, children's books suitable for the needs of students and teachers at schools; political books, books on science and technology applications, animal husbandry, land suitable for local people... At the same time, the Provincial Library also supports grassroots libraries in building and arranging scientific and reasonable book warehouses and libraries. Guide grassroots libraries to rotate books to commune libraries, reading rooms, and village bookcases. From there, create a diverse and rich source of documents for libraries, reading rooms, and bookcases to provide information and knowledge to people. At the same time, arouse and spread the reading culture in the community. Especially, during the complicated time of COVID-19 epidemic, libraries and reading rooms changed their service forms, encouraging people to borrow books to read.
At the beginning of the 2025-2026 school year, the Provincial Library worked and transferred books to the Tan Phong Primary School Library, San Thang Primary School, Tan Phong Secondary School in Lai Chau province with more than 700 titles and more than 1,000 copies of books. After receiving the books, the Provincial Library staff worked with the school librarians to put them on shelves and bookcases to provide professional guidance to effectively promote the book capital in school libraries. In the coming time, the Provincial Library will continue to do a good job of transferring books and newspapers to the grassroots level to help readers have the opportunity to access information and update information regularly; help people understand and follow the Party's policies and the State's laws and policies, contributing to creating a habit of reading books and newspapers for people...
