Attending the opening ceremony were Mr. Tran Van Cong - Deputy Director of the Department of Culture, Sports and Tourism; representatives of leaders of specialized departments and units under the Department and 73 trainees who are civil servants, employees, specialized departments doing grassroots information work at the Center for Culture, Sports and Communication of communes; cultural and social civil servants at commune level, people in charge of radio stations of communes and wards in the province.

Speaking at the opening of the training course, comrade Tran Van Cong - Deputy Director of the Department affirmed: Grassroots information work plays a particularly important role in promptly and accurately conveying the Party's guidelines and policies, the State's policies and laws to the people; at the same time, it is an essential information channel serving the direction and administration of local authorities. Grassroots information not only contributes to raising awareness and creating social consensus but also serves as a direct bridge between the government and the people.
However, he also frankly pointed out a number of difficulties and limitations in grassroots information activities in recent times: facilities and technical equipment are still lacking and degraded; the team of responsible officers is mainly part-time and has not received specialized training; the provision and updating of content on the commune-level electronic information page has not been ensured regularly; many officers have not mastered the skills of editing, producing news, articles and operating the radio system using information technology - telecommunications. In the context of digital transformation and the strong development of new media platforms, grassroots information work requires the team of officers to be fully equipped with knowledge, skills and modern professional methods.

Based on that practical requirement, the training course was organized to equip and update knowledge and professional skills for the staff working in grassroots information, contributing to improving the effectiveness of propaganda activities, meeting the requirements of political tasks and socio-economic development of the province in the new period.
The training course includes 06 key topics: (1) Overview of basic information and development strategy for the period 2021-2025, with a vision to 2030; (2) Instructions on operating the Lai Chau Provincial Source Information System; (3) Skills in producing news, reports, and radio programs; instructions on editing, posting news and articles on commune radio stations, electronic information pages, and operating radio stations applying IT - telecommunications; (4) Overview of multimedia, multi-platform communication, and application of artificial intelligence (AI) in digital content production; (5) Skills in producing short videos on digital platforms (TikTok, Reels, YouTube Shorts); (6) Practice in operating commune radio stations applying IT - telecommunications.

Participating in teaching and imparting knowledge in class are lecturers and reporters with experience and high expertise in the field of journalism - communication and digital technology from the Academy of Journalism and Propaganda, VTC Digital Television Service Company - VTC Digital and MobiFone Lai Chau province.

The Deputy Director of the Department of Culture, Sports and Tourism requested the trainees to promote their sense of responsibility, study seriously, actively exchange and discuss, master the knowledge and skills they have been equipped with to effectively apply them in practice. Thereby, improving the quality and efficiency of grassroots information activities, contributing to promoting digital transformation, strengthening official communication, and serving the propaganda, management and operation of local authorities well.
Immediately after the opening ceremony, students were instructed on how to operate the Lai Chau Provincial Source Information System.
The training course will take place over 03 days (from October 17 to 19, 2025) .
