Sam Son City is a locality with many important projects that have been and are being implemented. In order for these projects to proceed smoothly, ensuring progress and quality, one of the first conditions is to effectively carry out site clearance (GPMB).

The sea square and festival landscape axis are among the key projects being urgently implemented. This project, along with 3 other corresponding projects, has affected 5 wards in Sam Son City including: Quang Tien, Quang Chau, Trung Son, Bac Son and Truong Son. The total affected land area is about 400.11 hectares/7,681 households, of which about 3,500 households have residential land. During the implementation of land acquisition, Sam Son City has organized propaganda and mobilized people to hand over land to the State to implement the project. Many households whose land is subject to recovery are located right on Ho Xuan Huong Street, which has high profit value, but still support and hand over the land from the early stages of the project implementation. However, besides the majority of households agreeing and strictly complying with the policies and regulations of the State, there are still some households that do not cooperate.
Accordingly, on January 9 and January 10, 2024, the People's Committee of Sam Son City issued decisions to enforce land recovery for 19 households and individuals using land in Trung Son Ward to implement the Sam Son City Sea Square Urban Area Project. With the issuance of the decision, 8 households have received compensation, support, and handed over the site, while the remaining 11 households have not complied. In order to ensure the progress of handing over the clean site, the People's Committee of Sam Son City has consulted with competent authorities and carried out procedures according to the provisions of law to enforce and recover land from these 11 households. The enforcement was carried out on March 11, 2024 and to date, this site has been basically cleared for handover to the investor.
The determination of Sam Son City in site clearance work shows the great efforts and determination of the city in carrying out this important task. In 2024, Sam Son City was assigned to carry out site clearance, inspect, urge, advise and report on the site clearance situation of 17 projects, with a total area of land to be cleared of 52.24 hectares, including 15 public investment projects with an area of 32.74 hectares and 2 enterprise investment projects with an area of 19.5 hectares. Along with that, the city also strives to complete site clearance for 100% of projects within the plan and strives to complete site clearance for unplanned projects that require implementation in 2024.
To carry out the above tasks, the City People's Committee has directed departments, offices, communes and wards to be proactive and determined in site clearance work right from the beginning of the year. In particular, the city's leaders have paid special attention to thoroughly grasping and unifying the ideology, awareness and action of the entire political system, cadres, party members and people on site clearance work. Accordingly, localities and units in the area must clearly identify the importance of site clearance work for the task of socio-economic development in order to direct and operate with the highest political determination. At the same time, focus on propaganda and mobilization work so that people can well implement the Party's guidelines and policies and laws of the State on compensation, site clearance, support and resettlement.
To raise awareness and responsibility in site clearance work, the city requires the People's Committees of communes and wards and the City Construction Investment Project Management Board to sign commitments on site clearance progress with investors (commitments on progress, budget, coordination between parties). At the same time, the People's Committees of communes and wards are required to review investment projects using land that are currently carrying out site clearance work in the area. Proactively and actively resolve difficulties and problems or promptly report to the City People's Committee to resolve difficulties beyond their authority, ensuring completion of site clearance work according to the progress requirements of the projects. In particular, the responsibility of collectives and individuals who do not perform site clearance work well and shirk responsibility for each specific project will be strictly handled and investigated.
For the City Construction Investment Project Management Board, the People's Committee of Sam Son City requires the unit to focus on implementing site clearance work, ensuring progress to hand over clean land to investors. Timely report progress, difficulties, obstacles, causes, responsibilities and propose solutions for each project, report to the City People's Committee periodically on the 20th of each month. If during the implementation process there are no reports of difficulties, obstacles, proposals, recommendations and the project is behind schedule, the Director of the City Construction Investment Project Management Board must take full responsibility before the Standing Committee of the City Party Committee and the Chairman of the City People's Committee.
In order for the land acquisition work to proceed smoothly, the city also assigned the Department of Natural Resources and Environment to review and compile statistics on investment projects using land according to the list of projects that need to acquire land in 2024, the list of projects that have been approved for investment policies, approved for investment policies in the area, and projects in the approved land use plan for 2024. At the same time, work specifically with each investor and the City Construction Investment Project Management Board on the status of project implementation plans, to unify project implementation progress; on that basis, prioritize projects that need to focus on land acquisition. In addition, the Department of Natural Resources and Environment advises the City People's Committee to resolve land acquisition mechanisms and policies related to compensation for land acquisition. Site clearance is an important task, not only affecting people's lives but also many aspects of socio -economic life. Therefore, in addition to the roles and responsibilities of authorities at all levels and related units, the People's Committee of Sam Son City has also assigned specific tasks to departments and offices such as Finance - Planning; Urban Management; Justice; Labor - Invalids and Social Affairs; Inspectorate; City Police; Vietnam Fatherland Front and socio-political organizations; investors... Thereby, creating unity in implementation and shared responsibility of the entire political system in the process of implementing this important task.
With the determination and efforts of the Party Committee, the government and the participation of the entire political system, Sam Son City strives to complete the land acquisition target in 2024. Thereby, contributing to improving the investment environment; attracting investment capital; creating jobs, and sustainable poverty reduction. At the same time, implementing socio-economic development tasks, ensuring national defense and security in 2024 and realizing Resolution No. 07-NQ/TU of the Provincial Party Standing Committee on building and developing Sam Son City to 2030, with a vision to 2045.
