Building Ho Chi Minh City into a modern metropolis

Accordingly, comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee concluded that the collective leadership of Ba Ria - Vung Tau province, Binh Duong province, and Ho Chi Minh City, with political determination, high sense of responsibility, strictly following the policies and directions of the Central Government, have closely coordinated and proactively implemented tasks to ensure progress according to regulations, achieving results in streamlining the organization and apparatus of the political system.

The Head of the Steering Committee welcomed the agencies and comrades directly assigned to promptly and urgently prepare and complete the tasks contributing to the effective implementation of the Project on rearranging and merging Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City, the Project on rearranging commune-level administrative units of the 3 localities according to the general direction.

The merger of Ba Ria - Vung Tau and Binh Duong provinces into Ho Chi Minh City according to the policy of the Central Committee, the Politburo and the Secretariat not only changes the boundaries but is a revolution in organization, thinking, vision and aspiration. Thereby, creating new opportunities for sustainable development in the future, building Ho Chi Minh City into a modern megacity with strong influence, leading the economic development of Vietnam and enhancing its position in the international arena.

The implementation of the Party and State's policy to merge these three localities also aims to optimize resources; strengthen regional connectivity, create supply chains; affirm the position, build Ho Chi Minh City into an international financial center, science and technology, innovation, logistics, cooperation, and competition with Asian megacities. The connection of cultural identity, tradition, and history of the three localities will blend, creating a more diverse, richer, more profound, more humane solidarity and unity, and the Ho Chi Minh City Cultural Space will spread more widely.

Focus on selecting and arranging personnel

The Standing Committee of the Provincial Party Committee of Ba Ria - Vung Tau Province, the Provincial Party Committee of Binh Duong Province, and the Party Committee of Ho Chi Minh City agreed to continue to seriously implement the Central Committee's viewpoints and directions on streamlining the organizational apparatus, improving the efficiency, effectiveness, and efficiency of the organizational apparatus of the political system. At the same time, bring policies and resolutions into life promptly and effectively; complete projects and plans to reorganize the political system at all levels and submit them to competent authorities.

Localities also focus on selecting and arranging personnel with sufficient capacity to meet requirements and tasks in the new situation and conditions. Along with that, Pay attention to resolving policies and regimes for each group and each case of cadres and civil servants; create conditions for those who continue to work to feel secure in their dedication, and for those who do not continue to work to receive proper attention and have conditions to stabilize their lives.

Directing the review and research to develop policies for non-professional workers who have been trained and tested, have conditions and development capabilities, to continue training and be assigned to appropriate agencies and units to effectively use trained and fostered staff according to policies and regulations.

Prepare personnel plans for ward, commune, and special zone Party committees; develop personnel plans for the Party Executive Committee, the Standing Committee of the City Party Committee, and the Inspection Committee of the Ho Chi Minh City Party Committee (when merging or consolidating); analyze and evaluate carefully and comprehensively each case of arrangement and use to ensure adequate capacity to complete tasks in the new situation.

On the other hand, continue to seriously, urgently and resolutely implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; promote the application of information technology to serve the leadership, direction, operation and management of the entire political system to ensure smoothness, timeliness and efficiency. Carry out digital transformation, edit and digitize documents and online working models after merging and rearranging; complete and connect infrastructure and data at administrative units after merging, ensuring smooth, tight and effective operations of units to serve people and businesses well.

The Standing Committee of the Provincial Party Committee of Ba Ria - Vung Tau Province, the Provincial Party Committee of Binh Duong Province, and the Ho Chi Minh City Party Committee agreed to focus on preparing to organize the Party Congresses at all levels for the 2025 - 2030 term in accordance with Directive 45-CT/TW of the Politburo; perfecting the Sub-committees of the City Party Congress for the 2025 - 2030 term; completing the Documents of the 12th Congress of the Ho Chi Minh City Party Committee to meet the requirements of the tasks of the new situation, new scope, and new vision. Preparing conditions for the successful organization of Party Congresses at all levels towards the 12th Congress of the Ho Chi Minh City Party Committee and the 14th Congress of the Party.
