Specifically, after adjusting and expanding the administrative boundaries of Ha Tinh City in the direction of merging the entire natural area and population of 11 communes of Thach Ha district including: Dinh Ban, Thach Hai, Thach Hoi, Thach Khe, Thach Lac, Thach Thang, Thach Tri, Thach Van, Tuong Son, Tan Lam Huong, Thach Dai and 1 commune Ho Do of Loc Ha district, all 11 remaining communes and towns of Loc Ha district will be merged into Thach Ha district. At that time, Ha Tinh province will have 12 district-level units (1 less than the current 13).
In addition, the expansion of Ha Tinh City also includes the entire natural area and population of two communes in Cam Xuyen district, including Cam Vinh commune and Cam Binh commune.
Also according to the content of the submission, the orientation for the period 2026 - 2030 will adjust and expand the administrative boundaries of Hong Linh town on the basis of merging a number of adjacent communes of Duc Tho district, and at the same time arrange the entire natural area and population size of Vu Quang district with the remaining natural area and population of Duc Tho district into a new district.
At that time, Ha Tinh province will reduce one more district, Vu Quang district, to have 11 district-level units left.
Previously, in 2007, Loc Ha district was established on the basis of merging 7 communes in the lower Can Loc district including Ich Hau, Hong Loc, Phu Luu, Binh Loc, Tan Loc, An Loc, Thinh Loc and 6 communes in the coastal area of Thach Ha district including Thach Kim, Thach Bang, Thach Chau, Mai Phu, Ho Do, Thach My.
Immediately after its establishment, Loc Ha district had a natural area of 11,830 hectares and a population of 86,213, with 13 commune-level administrative units.
In 2000, Vu Quang district was established on the basis of separating 6 communes of Duc Tho district including: Duc Lien, Duc Huong, Duc Bong, Duc Linh, Duc Giang, An Phu, 5 communes of Huong Khe district including: Huong Tho, Huong Minh, Huong Dai, Huong Dien, Huong Quang and 1 commune of Huong Son district, Son Tho commune. After establishment, this district has a total natural area of 64,615 hectares.
