Accordingly, this process systematizes food safety control requirements for fresh durian throughout the entire production process, from cultivation, harvesting, transportation, storage, packaging, and export; and the registration, assessment, and certification of food safety for shipments of fresh durian intended for export as food.
Standardizing the food safety control process for exported durian.
The regulations apply to organizations and individuals (hereinafter referred to as establishments) involved in the production and export chain of fresh durian fruit for food export, including commercial traders (without packaging or processing activities) who are listed as the exporters.
The competent authorities are responsible for managing food safety conditions for establishments participating in the production and export chain of fresh durian; assessing and certifying food safety for export shipments of fresh durian. Testing facilities conduct analysis and testing of fresh durian to support food safety certification for export.
According to the decision, the agency assigned by the Chairman of the Provincial People's Committee is responsible for assessing, inspecting, and supervising food safety, and checking the implementation of commitments to safe food production and business for cultivation facilities, growing areas, packaging, storage, and transportation of fresh durian for export. The agency assigned by the Chairman of the Provincial People's Committee is also responsible for inspecting and certifying food safety for shipments of plant-based products for export in accordance with Vietnamese regulations and those of the importing market, in cases where required by the competent authority of the importing market.
The decision also specifies requirements for cultivation facilities and growing areas; storage and transportation to packaging facilities; packaging facilities; trading companies; and testing facilities.
In addition, the decision also specifies the requirements for fresh durian for export. Accordingly, the product must be produced and harvested from cultivation facilities and growing areas that have been inspected, monitored, assigned a code number, and are listed by the competent authority of the importing country in cases where such a list is required;...
Products must be stored and transported in accordance with regulations, sorted, packaged, and labeled at a packaging facility that meets standards and is included in the list of recognized facilities of the importing market when necessary.
Labeled in compliance with the regulations of Government Decree 43/2017/ND-CP on product labeling, Decree 111/2021/ND-CP amending and supplementing some articles of Decree 43/2017/ND-CP, and the labeling regulations of the respective importing markets.
Meeting the heavy metal residue standards stipulated in the Vietnamese National Technical Regulation QCVN 8-2:2011/BYT on heavy metal contamination limits in food; the pesticide residue standards stipulated in Circular No. 50/2016/TT-BYT of the Ministry of Health on maximum pesticide residue limits in food; and other relevant regulations on the list of indicators and food safety limits for durian products in the respective importing markets.
Regarding the inspection and certification of food safety for exported fresh durian products, the decision clearly states that in cases where the competent authority of the importing market requests the competent authority of Vietnam to inspect and issue a state food safety certificate for the export shipment, the consignee shall submit the dossier to the agency assigned by the Chairman of the Provincial People's Committee to conduct the state inspection and certification of food safety for exported plant-based products in accordance with Circular 44/2018/TT-BNNPTNT on state inspection of food safety for exported plant-based foods and Circular 12/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment regulating the decentralization and delineation of state management authority in the field of crop cultivation and plant protection.
In cases where the importing market authority does not require the Vietnamese authority to inspect and issue a state certificate on food safety for the exported durian shipment, but does require compliance with food safety regulations and standards, the consignor shall register and certify the food safety for the exported shipment in accordance with the food safety regulations and standards of the importing market authority.
Unless otherwise requested by the importing market authority, the consignee shall register and certify the food safety for the export shipment as required by the importer (if any).
According to data from the Vietnam Fruit and Vegetable Association, durian exports remained low in the first three months of 2025, with no month reaching $100 million.
By April, export turnover exceeded $100 million, rising to $204 million in May, and continuing to surge in June, reaching over $300 million, nearly equaling the total exports of the previous five months.
Exports are expected to reach $350-400 million in July, bringing the total for the first seven months of the year to over $1 billion. It is projected that total durian exports in 2025 will exceed $2 billion.
