Before July 1, Le Hoan High School belonged to Ha Nam province (old), now the school belongs to Ninh Binh province. Ms. Nguyen Thi Minh Thu - Principal of the school said that the enrollment work for grade 10 is not affected or disrupted by the merger and the two-tier local government model. The school has enrolled 294 students for grade 10.
Before that, the school had carefully prepared for enrollment. The school board sent groups of teachers and staff to the school to advise and support parents.
To address parents' concerns about the enrollment plan in the context of merging provinces and implementing a two-tier government, the school proactively launched early propaganda. As soon as the 2024-2025 school year ended, the school organized widespread propaganda to local people about the enrollment plan according to the "5 clear" requirements, including: Route, quota, time, method and responsibility in enrollment work.
“The changes in the government apparatus do not affect the school’s enrollment plan. The school will still organize enrollment according to regulations,” Ms. Nguyen Thi Minh Thu affirmed, adding that Le Hoan High School has invited parents and students admitted to grade 10 to consult on registering for their chosen subjects.
From July 1, Bac Giang and Bac Ninh provinces merged into Bac Ninh province. According to Ms. Le Thu Ha - Principal of Hoang Ninh Secondary School (Nenh, Bac Ninh), the merger of the provinces and the implementation of the two-level local government model did not cause any disruption in primary school enrollment.
The enrollment and routeing work remains stable as before the merger. “We have completed the enrollment of 340 sixth graders, divided into 8 classes. All processes are going smoothly,” Ms. Le Thu Ha shared.

"Before - after" are all favorable
Ms. Nguyen Phuong Hoa - Principal of Vinh Tuy Primary School (Vinh Hung, Hanoi) said that this school year, Vinh Tuy Primary School was assigned the target of enrolling 320 first graders for 8 classes. Currently, the school has recruited 100% of the assigned target.
“Regardless of whether it was before or after July 1, the school’s enrollment work went smoothly. We received close guidance from ward leaders, including officers from the Department of Culture and Society,” Ms. Nguyen Phuong Hoa shared.
In the 2025-2026 school year, Hanoi plans to enroll 95,000 preschool children; 52,000 kindergarten children (5 years old); 155,000 first graders and 161,000 sixth graders. Along with the whole country, from July 1, Hanoi will implement a two-level local government model. Accordingly, many administrative units and educational management structures will change. However, enrollment will proceed smoothly and stably, without disruption.
This year, Hanoi's enrollment plan was developed early. According to Mr. Tran The Cuong - Director of Hanoi Department of Education and Training, in the 2025-2026 school year, Hanoi will maintain two stable forms of online and in-person enrollment.
Schools still enroll students according to the previous route, keeping the time and method of enrollment stable to ensure the right progress in preparation for the new school year. The operation of the two-level government from July 1 does not affect or impact the enrollment of preschool, grade 1, and grade 6 this year. The enrollment work remains stable, does not cause disruption, and ensures the rights of students.
The Director of the Hanoi Department of Education and Training said that the city will continue to apply the admission method according to the prescribed admission route. The general principle is to ensure that all students of universal school age can go to school, creating the most favorable conditions for people living in the area.
In the 2026-2027 school year, Hanoi will calculate and deploy a digital map system for enrollment. Mr. Tran The Cuong said that the unit is calculating digital transformation and deploying a geographic information system (Geographic Information System - digital map GIS). When applied, the map will locate the distance from home to school to divide enrollment routes instead of dividing enrollment routes by ward as in recent years.
In the context of reorganizing communes and wards, representatives of higher education institutions said that enrollment policies remain stable. Dr. Tran Cuong - Deputy Head of Training Department, Hanoi National University of Education said that the enrollment area of each candidate is determined according to the location of the school where the candidate studied the longest during high school (or intermediate level); if the study time (longest) in the areas is the same, it will be determined according to the area of the school where the candidate studied last. Grade 12 students should ask their homeroom teachers about the priority area of the high school they are studying at to declare the information accurately.
According to the guidance of the Ministry of Education and Training, for commune-level administrative units after rearrangement, merger, and renaming, the regional priority regime is implemented as instructed in Official Dispatch No. 389/UBDT-CSDT dated March 30, 2020 on implementing ethnic policies; including regulations on communes and villages completing the goals of Program 135; commune-level administrative units after rearrangement, merger, and renaming.
Mr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that for high school educational institutions due to changes in administrative boundaries, relocation or administrative level... leading to changes in regional priority levels, each stage enjoys different priority levels.
The educational institution will be assigned a different educational institution code with the appropriate regional priority level. Accordingly, candidates, based on the time of study at the high school educational institution, select and fill in the correct educational institution code according to the stages to enjoy the correct regional priority level.
Implementing the two-level local government model and merging administrative boundaries, in the context of no longer having a district education and training department, Ms. Nguyen Phuong Hoa said, Vinh Tuy Primary School proactively made a plan to promote early-level enrollment and answer questions for parents. Thanks to that, enrollment went smoothly.
