This was one of the conclusions reached by the Standing Committee of the Provincial Party Committee after a meeting to hear opinions on the Hung Vuong Park planning scheme. Accordingly, it was agreed that the Party Committee of the Provincial People's Committee would lead the development of a detailed planning scheme for the Hung Vuong Park area, creating green spaces and recreational areas to serve the community. In the future, it will be a place for studying wetland ecosystems, connected with the Provincial Museum, and become a tourist destination for residents and visitors.

An eco-tourism area in the heart of the city.

The Standing Committee of the Provincial Party Committee unanimously agreed on the principle regarding the detailed planning scheme for Hung Vuong Park. Accordingly, it requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to incorporate the feedback received at the meeting, finalize the plan, and carry out the necessary procedures for submission for approval, in accordance with the law. It was noted that the layout and arrangement of functional facilities and structures within the park must be aesthetically pleasing and harmonious with the natural landscape. Research should be conducted on the use of environmentally friendly materials suitable for the local climate and ensuring the sustainability of the structures. The plan should include a perimeter road around the park connecting service facilities, along with the addition of boat docks on the flood drainage canal; and the construction of a controlled spillway to regulate water flow in and out of the entire park area.

In the long term, continue research and develop a project to improve the landscape of several locations on the left bank of the flood drainage canal, opposite the park. Arrange a diverse system of pedestrian walkways, including paths along the embankment, ground-level paths under the trees, and elevated paths. Design a waterway system with reasonable channels, allowing for the movement of small boats within the park. Arrange parking areas in suitable locations to serve residents and tourists (one location in the Nguyen Gia Tu - Ton That Tung area and another location in the area designated for the Provincial Museum and commercial/service land).

Combine natural terrain with land reclamation and embankment to create suitable elevations for diverse landscapes; consider transforming some flooded areas with low tree density into distinctive lakes to enhance aesthetics and create focal points when viewed from above. Plan for suitable service facilities, cultural and artistic performance venues, and rest stops. Study the planning of commercial and service land areas with a maximum area of ​​2.5 hectares, ensuring architectural designs harmonize with the park landscape and surrounding areas, and providing reasonable transportation connections (in cases where the planned commercial and service land area exceeds 7% of the total land area as per Conclusion No. 686-KL/TU, dated December 23, 2022, of the Provincial Party Committee Standing Committee, the Party Committee of the Provincial People's Committee shall report to the Provincial Party Committee Standing Committee for its opinion before approving the detailed plan).

Retain the entire area for the park.

Furthermore, it was agreed that the Provincial People's Committee would direct the transfer of compensation and land clearance responsibilities for this project from the Provincial Land Development Center to the Phan Thiet City People's Committee for continued implementation, ensuring timely handover of the land. Efforts will be made to educate and mobilize residents in the project area to cooperate in compensation and land acquisition. Simultaneously, land management and construction order in the project area will be strengthened to prevent encroachment, illegal construction, and other complications that could affect the compensation and land clearance process.

It is known that in 2020, the project was approved by the People's Committee of Binh Thuan province with a total investment of over 297 billion VND, covering the entire mangrove forest area of ​​over 32.3 hectares, divided into two areas: a residential area (nearly 10 hectares) and a park area (over 22 hectares). Of this, the State will auction the land use rights for nearly 10 hectares in the residential area to reinvest in the park area.

However, during a canoe survey along the Phu Hai riverbank mangrove area in April 2021, Provincial Party Secretary Duong Van An stated: “Currently, the mangrove area has formed a very beautiful green carpet. This area also attracts many egrets and other bird species, creating a healthy living environment. Implementing a residential area plan here would cause Phan Thiet City to lose one of the rare and largest remaining mangrove forests in the locality.” Therefore, in May 2021, the project was temporarily suspended following the direction of the Provincial Party Standing Committee, and it has now been agreed to dedicate the entire area to the construction of an ecological park.

The Phu Hai – Phan Thiet Mangrove Reforestation Park project was honored with an Honorable Mention in the 2021 Architecture MasterPrize (AMP) Landscape Architecture Award at the end of October 2021. This is an international award in the field of architecture, established by Farmani Group (USA), with thousands of projects participating from 65 countries. These awards in photography, design, and architecture worldwide aim to honor individuals or teams who push boundaries to set new standards and inspire artistic development.
