To effectively manage fisheries exploitation, localities have mobilized the active participation of the community, and fishermen have proactively participated in this work. From small-scale, unfocused exploitation, up to now, in the province, unions and cooperatives have been formed to exploit fisheries in a specialized direction, associated with sustainable environmental protection. Currently, localities in the province with sea, such as Hai Ha, Co To, Van Don, Cam Pha, etc. have formed fishing unions, contributing to raising the responsibility, awareness of exploitation, and protection of fishermen's resources, creating stability and "bridging" members to link and bond in fishing and exploitation work.
Mr. Le Quy Trong, Chairman of the Hai Ha District Fisheries Union, said: In 2023, the Hai Ha District Fisheries Union was established on the basis of merging 4 fishing unions of 4 coastal localities of the district, namely Quang Ha, Phu Hai, Quang Chinh and Tien Toi. Up to now, the Hai Ha District Fisheries Union has 46 production teams (46 fishing vessels operating in offshore and coastal areas) with 220 members. The members of the union strictly follow the regulations on fishing, at the same time sharing and supporting each other in production, contributing to protecting aquatic resources and preserving sovereignty over the sea.
Currently, the Hai Ha District Fisheries Union is actively propagating and guiding members to properly implement regulations on fishing, prohibiting illegal, unreported, and unregulated fishing (IUU), contributing to the province's gradual removal of the EU's yellow card; continuing to coordinate and mobilize members to participate in basic and advanced training courses for captains and chief engineers, improving knowledge of sea and island sovereignty, and training sessions on accessing modern fishing technology associated with environmental protection and marine resources...
Up to now, the whole province has 11,228 aquaculture facilities, including 2,765 shrimp farms, 2,460 mollusk farms, 5,471 freshwater farms and 532 marine fish farms. Attention has been paid to input quality control with 18 facilities qualified for seed production, 30 establishments trading in feed and biological products and many establishments have declared compliance with local standards. Currently, 100% of localities have completed aquaculture plans and projects and developed plans for allocating sea areas. Currently, there are 6,208 fishing vessels in the province, of which 267 are 15m or longer. Fishing vessel management is strictly implemented according to decentralization from commune to provincial level. The rate of updating CCCD/CMT data on the VNfishbase system reached 75.1%, reflecting the spirit of compliance and synchronous efforts in digitizing industry data. In the first quarter of 2025, the fight against illegal, unreported and unregulated (IUU) fishing was vigorously implemented. Through inspection, no fishing vessels violated foreign waters. However, the province still closely monitors 57 vessels at high risk of IUU violations for timely handling.
Total aquatic product output in March 2025 is estimated to reach over 14,000 tons, of which exploitation reaches 6,820 tons and aquaculture reaches 7,520 tons. Accumulated output in the first quarter of 2025 reached over 36,000 tons, exceeding the average monthly plan target and is a positive signal for the whole industry this year.
To strictly manage aquaculture and fishing activities, the Department of Agriculture and Environment continues to proactively grasp information, coordinate with localities to strengthen the management of breeds, feed, environmental treatment products for aquaculture and register aquaculture in cages; step up the review and statistics of aquaculture facilities, production facilities and aquaculture breeds on a regular basis, ensuring timely updates on disease and environmental conditions in farming areas to inform people. At the same time, resolutely carry out inspection, control and handling of fishing vessels violating the law to remove the IUU yellow card and thoroughly restructure the fishing fleet towards rapidly and sustainably reducing the fishing fleet operating in coastal areas, developing reasonably and modernizing the fishing fleet.
