Pursuant to Decision No. 01366/QD-UBND dated October 14, 2025 of the People's Committee of Ca Mau province on the adoption of a child with foreign elements for Nguyen Tam Nhu, born on October 25, 2014, residing at No. 12, Hamlet 3, Bac Lieu Ward, Ca Mau Province and Decision No. 01379/QD-UBND dated October 14, 2025 of the People's Committee of Ca Mau province on the adoption of a child with foreign elements for Luu Ai My, born on June 18, 2009, residing at Hamlet 2, Phong Thanh Commune, Ca Mau Province. On the afternoon of October 24, 2025, the Department of Justice of Ca Mau province held a ceremony to hand over and receive children for adoption with foreign elements in accordance with the provisions of the Law on Adoption.
Attending the ceremony were representatives of the Department of Justice: Mr. Tran Hoang Loc - Deputy Director of the Department of Justice, Ms. Nguyen Thi Tuyet Minh - Head of the Department of Administration and Judicial Support. Representatives of the parties handing over the adopted children included: Mr. Luu Truong Tho (biological father) and Ms. Lam Ngoc Thuy (biological mother); the adoptive party was Mr. Li, Chih-Cheng, nationality: China (Taiwan) and grandchild Luu Ai My. Representatives of the handing over the adopted children: Ms. Ruan, Qiu-Xuan (biological mother), the adoptive party was Mr. Wu, Hsiao-Ming, nationality: China (Taiwan) and grandchild Nguyen Tam Nhu.

At the handover ceremony, Mr. Tran Hoang Loc - Deputy Director of the Provincial Department of Justice Ca Mau authorized by the Chairman of the Provincial People's Committee The Provincial People's Committee has handed over the Decision on adoption with foreign elements, and at the same time, the parties have carried out the procedures for signing the Adoption Registration Book and the Adoption Handover Minutes according to regulations.
After handing over the Decision on allowing Vietnamese people to adopt foreigners, Mr. Tran Hoang Loc - Deputy Director of the Department of Justice congratulated Mr. Wu, Hsiao-Ming and Mr. Li, Chih-Cheng on having a new member, hoping that the adoptive family will care for, raise and love the child as their own, creating favorable conditions for the child to develop comprehensively. At the same time, he requested the adoptive family to comply with the provisions of the law on adoption of Vietnam, periodically every six months within three years, from the date of handing over the adopted child, to be responsible for informing the Vietnamese authorities about the health, physical and mental condition, and integration of the adopted child with the family and community.
Also at the ceremony, Mr. Wu, Hsiao-Ming and Mr. Li, Chih-Cheng promised to raise their grandchild to be a good person, and the family will periodically report on the child's situation according to Vietnamese law on adoption./.
