- Deputy Minister Nguyen Thanh Tinh: Administrative reform in general, and the reduction and simplification of administrative procedures in particular, is an important task aimed at promoting growth, creating competitive advantages, improving relations between state administrative agencies and citizens and businesses; ensuring transparency in handling people's affairs, and contributing to effective anti-corruption efforts.
The reduction and simplification of administrative procedures is of immense significance in realizing human rights and civil rights, improving the investment and business environment, and building a transparent and modern socialist rule of law state, gradually meeting the needs of national development and integration. When procedures are streamlined, compliance costs decrease, and social costs also decrease accordingly. As a result, social resources will be more focused on investment and development; the efficiency and effectiveness of the administrative apparatus are also enhanced, moving towards a service-oriented, modern, transparent administration that brings positive results to development.
Along with administrative reform, the implementation of digital transformation in accordance with Resolution No. 57-NQ/TW on the development of science, technology, innovation, and national digital transformation has created an important foundation for implementing tasks to reduce administrative procedures. To date, national and specialized databases have been focused on by ministries, sectors, and localities, with the Ministry of Public Security playing a very good role as the lead agency in implementing Project 06 with many decisive and effective solutions. According to statistics from the Ministry of Public Security, 15 types of citizen documents have been digitized and are eligible to be replaced by electronic data. This is particularly important because when data is replaced, requiring citizens and businesses to present documents will no longer be necessary, contributing to saving time, costs, and the burden of certifying copies by commune-level People's Committees.
Following the directive of General Secretary To Lam in Announcement No. 07-TB/CQTTBCĐ of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation, dated October 22, 2025, the Prime Minister issued Official Dispatch No. 201/CĐ-TTg on focusing on reviewing, reducing, and simplifying administrative procedures based on data, requesting ministries, sectors, and localities to urgently implement the review and reduction of administrative procedures. The Ministry of Justice, in its role as the lead agency, has proactively issued guiding documents to ministries, sectors, and localities, and simultaneously developed a set of supporting tools to ensure the progress and feasibility of the task.
* So, in your opinion, what key solutions should ministries and agencies implement to ensure the progress and feasibility of reviewing, reducing, and simplifying administrative procedures?
- Deputy Minister Nguyen Thanh Tinh: In the guidelines sent to ministries, sectors, and localities, the Ministry of Justice emphasized that the review, reduction, and simplification of procedures must be carried out synchronously with the review of legal regulations, in order to propose amendments, additions, or repeal of relevant legal regulations. Only when both of these aspects are implemented synchronously and decisively will the implementation of the data-driven administrative procedure reduction plan by November 15, 2025, be truly effective and yield tangible results in practice.
Given the urgent need and the broad scope of the review, applicable to ministries and localities nationwide, the Ministry of Justice has also requested the Departments of Justice in localities to act as focal points to assist the People's Committees of provinces and cities in monitoring and urging implementation; at the same time, it has requested the heads of legal organizations of ministries and agencies under the Government to closely coordinate in reviewing both administrative procedures and legal regulations, creating a basis for the issuance of a Government normative resolution as stipulated in Resolution No. 206/2025/QH15 of the National Assembly on the special mechanism for handling difficulties and obstacles caused by legal regulations. In addition, the Ministry of Justice will organize inspection teams to monitor the implementation of the Prime Minister's Directive No. 201 in a number of ministries, sectors, and localities, to ensure that reports are submitted to the Ministry of Justice before October 31, 2025, with the highest quality, in accordance with the Prime Minister's directive.
It is necessary to periodically reduce and replace paper documents with data.
* To implement data-driven administrative procedure reduction and simplification, what conditions regarding data infrastructure and information technology systems are necessary, sir?
- Deputy Minister Nguyen Thanh Tinh: To ensure the feasibility and effectiveness of implementing data-driven administrative procedure reductions and simplifications, and to truly facilitate citizens and businesses, it is crucial to ensure adequate infrastructure and data. Ministries, sectors, and localities must clarify their capabilities and commitments to building, connecting, and sharing data that is "accurate, complete, clean, relevant, consistent, and for common use," so that implementation can be guaranteed in practice as soon as the reduction plan is announced. This requires a synchronized and seamless information technology system, infrastructure, and terminal equipment, along with professional guidance for officials directly handling administrative procedures, ensuring a smooth operational process.
I would also like to add that, during the implementation process, it is inevitable that citizens or businesses will report inaccurate data. Therefore, it is necessary to develop a data "cleaning" process and a specific handling mechanism to ensure the legitimate rights of citizens when the data is incomplete or contains inaccurate information.
- Reporter: Regarding the implementation roadmap, in your opinion, how should we plan to ensure that the reduction and replacement of paper documents with electronic data is feasible, synchronized, and on schedule?
- Deputy Minister Nguyen Thanh Tinh: Based on the factors ensuring data accuracy and feasibility of replacing paper documents with electronic data, ministries, sectors, and localities need to proactively propose specific implementation roadmaps.
For example, with the 15 types of documents as guided by the Ministry of Public Security, we can completely implement this from November 15, 2025. However, besides those 15 groups of documents, there are still many other types of documents that will be gradually completed along with the progress of digitization and "cleaning" data in national databases and data of ministries, sectors, and localities. Therefore, it is necessary to clearly define the implementation principle: as data is completed (based on the principle of "accurate, complete, clean, active, unified, and shared"), procedures should be streamlined accordingly. This must be considered a fundamental and comprehensive solution to simplify and reduce administrative procedures in the future.
* Interviewer: Sir, for specific administrative procedures under the provincial authority, what approach is needed to ensure that the replacement of paper documents and files with data is implemented synchronously and effectively?
- Deputy Minister Nguyen Thanh Tinh: For localities with specific administrative procedures (according to the latest statistics, there are 668 procedures clearly listed in the appendix issued by the Ministry of Justice), these are procedures under the jurisdiction of the provincial level, with the Chairman of the Provincial People's Committee being responsible. However, the Ministry of Justice has also requested localities to provide information for consolidation in implementing solutions to replace paper documents and records with electronic data, ensuring uniformity and consistency. This will be an important basis for unified leadership and direction in the future.
The general principle is that localities must adhere to the rule: if data is available, it must be used as a replacement when resolving administrative procedures for citizens and businesses. To achieve this, we need to effectively promote the role of the Task Force for Project 06 in localities, thereby effectively implementing the goal of reducing administrative procedures, creating maximum convenience for citizens and businesses, and minimizing social costs in the implementation process.
* Reporter: Sir, after receiving reports from ministries, sectors, and localities, how will the Ministry of Justice implement its activities to complete the assigned tasks by November 15, 2025?
- Deputy Minister Nguyen Thanh Tinh: Immediately after October 31, 2025, the Ministry of Justice, together with the inter-ministerial task force, will work directly with each ministry and sector to finalize the list of procedures to be reduced and simplified based on data. At the same time, we will advise the Government to issue a regulatory resolution to ensure the implementation of this reduction plan. During this process, there will be cross-checking and verification among ministries, sectors, and localities to ensure the implementation plan is feasible, synchronized, and consistent nationwide.
I believe that with the government's determination and the responsibility of ministries, sectors, and localities, the reduction and simplification of administrative procedures based on data will achieve tangible results, bringing concrete benefits to citizens and businesses.
