Implementing Plan No. 0176/KH-UBND dated November 5, 2025 of the People's Committee of Ca Mau province on organizing the implementation of Decision No. 27/2025/QD-TTg dated August 4, 2025 of the Prime Minister regulating communes meeting legal access standards, on the morning of December 3, 2025, the Department of Justice organized a training conference to deploy regulations on assessing legal access standards and communicating draft policies. Ms. Pham Thi Ngoc, Deputy Director of the Department of Justice chaired the conference and directly deployed the training contents.

Delegates attending the conference were leaders of the People's Committee; leaders of the Office of the People's Council and People's Committee; representatives of the Vietnam Fatherland Front Committee; civil servants in charge of disseminating and educating the law, mediation at the grassroots level, assessing and recognizing communes that have met legal access standards, drafting legal documents and in charge of information access at the commune level.

At the Conference, delegates will be introduced and implemented the contents of Decision No. 27/2025/QD-TTg, Circular No. 15/2025/TT-BTP on building communes that meet legal access standards; detailed instructions on criteria, records, assessment processes; skills in collecting evidence; how to handle problems during implementation; Equipping communication skills for draft policies and draft legal documents for cadres and civil servants at the commune level; Improving capacity to perform the task of building communes and wards that meet legal access standards; ensuring consistency in understanding and implementation across the province.

The conference aims to help leaders and civil servants of communes and wards grasp the new regulations of Decision No. 27/2025/QD-TTg and Circular No. 15/2025/TT-BTP on assessing and recognizing communes and wards that meet legal access standards. This is a set of systematic criteria, reflecting the quality of operations of grassroots authorities in organizing law enforcement, ensuring the right to access information, enhancing accountability, and improving the quality of service to people and businesses. Correct, complete and substantive assessment is not only a management requirement but also an important basis for localities to self-review and overcome limitations, thereby improving operational efficiency and building a transparent and friendly legal environment.

Speaking at the conference, Ms. Pham Thi Ngoc - Deputy Director of the Department of Justice emphasized: "This conference not only helps commune-level civil servants grasp the criteria and procedures for assessing legal access standards, but also equips them with the skills to communicate draft policies - a very important requirement in the stage of drafting legal documents. Timely and proper communication helps people understand the objectives and content of policies, creating conditions for receiving comments from practice, thereby improving the feasibility, transparency and quality of legal documents before promulgation, contributing to improving the quality of governance at the grassroots level, creating trust and consensus among the people".

The conference has practical significance for the grassroots government. In the context of the new criteria system being applied, understanding the regulations will help communes and wards to correctly assess, do the right thing and limit errors in records and procedures. At the same time, enhancing communication skills for draft policies contributes to creating consensus in society, promoting democracy and improving the quality of legal documents. At the end of the conference, delegates from communes and wards continued to complete the implementation plan at the grassroots level, ensuring serious and synchronous implementation, contributing to improving the quality of the work of assessing legal access standards and policy communication work in Ca Mau province./.
