One of the overall goals that Thai Binh province has set for 2025 is to accelerate the restructuring of the economy and production sectors, linked to the innovation of the growth model towards developing industries and products with competitive advantages and high added value; improving productivity, quality, efficiency, and competitiveness of the economy. It also aims to promote the development of the digital economy, green economy, circular economy, e-commerce, and new, efficient business models. Therefore, I propose that this session of the Provincial People's Council thoroughly discuss and analyze solutions for restructuring the industrial sector towards developing industries and products with competitive advantages, high added value, and environmental friendliness; promoting processing, manufacturing, and supporting industries; and promptly bringing large-scale, high-tech, and impactful projects into operation to increase production capacity and create new impetus for economic growth. In addition, the province directed the acceleration of the implementation of the Thai Binh LNG thermal power plant project, aiming to quickly create a clean energy source to serve production. It also focused on completing regulations, rules, and policies to ensure transparency and convenience for urban planning, construction, management, and development, creating favorable conditions for localities in the urbanization process.

Through my research, I fundamentally agree with the report on the socio-economic situation in 2024 and the main goals and tasks for 2025 of the Provincial People's Committee. The report analyzed and clarified the achievements, shortcomings, and limitations, especially the bottlenecks and obstacles that the province has focused on resolving to achieve an economic growth rate of 7.01%. 2025 will be the final year of the 5-year socio-economic development plan 2021-2025, which is of particular importance and is the year of organizing Party congresses at all levels leading up to the 14th National Congress of the Party. All levels, sectors, localities, agencies, and units need to strive to achieve the highest possible level of completion of the socio-economic targets for the 5-year period 2021-2025 as set out in the Resolution of the 20th Provincial Party Congress, creating a favorable foundation for Thai Binh province to enter a new phase of development and breakthrough. Therefore, I propose that at this session, the Provincial People's Council should focus on thoroughly discussing the objectives and solutions, especially solutions to overcome existing shortcomings and limitations, in order to achieve the set goals. Emphasis should be placed on economic development while addressing social issues such as: improving the quality of human resources in the healthcare sector, improving the quality of the population, ensuring adequate infrastructure for education, addressing environmental pollution, effectively implementing poverty reduction policies, and ensuring social security in the province…

Through my research, I find that the province's socio-economic development goals and solutions for 2025 are very clear. However, in the context of deep integration today, Thai Binh needs to utilize all its potential and advantages, and mobilize available resources to achieve its growth targets. This includes promoting digital transformation across all sectors, paying attention to supporting businesses in their digital transformation and technology application to improve production efficiency and create high added value. It is also necessary to strengthen trade and investment promotion to attract potential businesses to invest in the Economic Zone and industrial parks and clusters. Furthermore, it is crucial to support businesses in overcoming difficulties and obstacles in investment procedures, land clearance, and training high-quality human resources to meet production requirements. In addition, it is necessary to strengthen the promotion and development of green tourism associated with the preservation and promotion of cultural values in the province.

Since the beginning of the year, the political security situation and social order in the province have been basically stable and ensured, especially during holidays, Tet (Lunar New Year), and important events. The province has maintained its record of 12 consecutive years without any firework explosions on New Year's Eve. Security and crime prevention efforts have been well-managed and directed; the situation has been proactively monitored and controlled, and incidents, cases, and hotspots have been handled promptly to prevent complications, complaints, denunciations, and large gatherings. However, online fraud is becoming increasingly diverse and complex; impersonation of police and court officials; and school-related crimes still occur. Therefore, citizens need to equip themselves with a positive attitude and high level of vigilance when participating in social media; all levels, sectors, localities, and units should actively coordinate with the police to strengthen propaganda efforts so that all citizens are aware and act accordingly. Promote the implementation of the contents of Project 06; strengthen management of unregistered SIM cards, bank accounts, etc.

After reviewing the reports, presentations, and draft resolutions submitted to the session, I fully agree with the assessments of the socio-economic development results of the province in 2024. Contributing to these results is the role of the banking sector in general, and the Vietnam Agricultural and Rural Development Bank (Agribank) Thai Binh Provincial Branch in particular, which has actively expanded credit investment, reduced interest rates, and simplified loan procedures, thereby helping people and businesses maintain and develop production and business. In addition, Agribank Thai Binh Provincial Branch is also a pioneer in implementing cashless payments and collecting biometric data (face, fingerprints) of customers as directed by the State Bank of Vietnam and Agribank, thus protecting the legitimate rights of customers when conducting online transactions. Given the many difficulties and challenges that 2025 will present, achieving the set goals and tasks requires all levels, sectors, and localities to accelerate land clearance and infrastructure development in economic zones and connecting transportation routes to create momentum for attracting investment; to promote trade, build brands, and advertise products to ensure more products are recognized as meeting OCOP standards; to effectively implement mechanisms and policies to support businesses entering the market; and to create favorable conditions for people and businesses to access bank credit to maintain and develop production and business activities.
