The Ministry of Education and Training plans to amend and supplement the current University Admissions Regulations to apply in 2026. The purpose of the amendment is to thoroughly overcome the problem of unfairness and lack of trust in admission methods and criteria.
At the same time, the revised admission regulations will ensure consistency with the 2018 General Education Program, having a positive impact on teaching and learning activities.
One of the new points of the 2026 enrollment proposed by the Ministry is to eliminate the consideration of high school transcripts.
Also related to enrollment, the Ministry will issue a policy of preferential treatment for candidates' regions in the event of merging provinces.
It is expected that the Ministry will develop and issue the 2027 enrollment plan soon.
The Ministry also asked universities to announce their 2026 enrollment methods this coming October.
Previously, according to the Government's direction, in 2026, the Ministry of Education and Training must develop a project to organize high school graduation exams, university entrance exams, vocational education, and large-scale assessment exams on computers.
In 2025, the Ministry of Education and Training issued new university admission regulations, just a few months before the admission period. Accordingly, the Ministry will abolish early admission to organize a general admission round after the high school graduation exam, eliminate admission quotas for each method, require schools to convert equivalent admission scores for each method, require admission methods using transcripts to use the results of the entire 12th grade, allow conversion of English certificates to English admission scores...
These policies aim to reduce costs, inequities and lack of transparency in admissions.
However, in reality, allowing the conversion of English certificates has shown inadequacies due to the inequivalence between the certificate and the graduation exam score. Many schools have preferential treatment for candidates with international certificates, leading to unfairness for the remaining group.
Many training institutions apply admission methods and admission combinations for the same major but do not ensure the ability to evaluate learners' abilities equally.
The Ministry commented: Due to the use of many methods that do not evaluate the same group of competencies, training institutions have difficulty in coming up with rules for converting equivalent admission scores, and there is confusion in the implementation of some universities. Some training institutions abuse the forms of bonus points and priority points, leading to some majors having unreasonably high standard scores.
