Hanoi fights and prevents juveniles from violating the law

Faced with the complicated situation of juvenile law violations, Hanoi City Police continues to promote the core role of the grassroots police to strengthen strict management of subjects, promptly detect, prevent and strictly handle violations.

4 months, detected and handled 558 subjects

Last October, the Investigation Police Department of Hanoi City Police detained 12 young people involved in public disorder and intentional injury in Cua Nam ward.

Most recently, on October 29, Road Traffic Police Team No. 5 (Traffic Police Department, Hanoi City Police) summoned 8 young men aged 16 to 18 to handle the act of driving motorbikes without helmets, lining up horizontally on Vinh Tuy Bridge, causing disorder and traffic safety.

According to Lieutenant Colonel Ly Hoai Nam, Deputy Head of the Criminal Police Department (Hanoi City Police), after the arrangement of administrative boundaries at the commune level, the situation of young people gathering, driving motorbikes at high speed, weaving in and out, carrying weapons and disturbing public order has been controlled and basically restrained, but there is still a potential risk of complicated developments in some areas. In the past 4 months, the city's police force has discovered and handled 42 cases with 558 related subjects, most of which occurred at night and on weekends.

Consecutively detecting and handling dozens of young people causing public disorder in the area in the past 4 months, Lieutenant Colonel Hoang Phi Thuong, Chief of Thien Loc Commune Police, said that the subjects in the cases are mostly high school and vocational school students. The "fights" between young people are mainly caused by the lack of proper guidance from family and school, making them easily lured and enticed into participating in illegal acts.

"The consequences not only directly affect the children's future but also cause disorder and insecurity in society," said Lieutenant Colonel Hoang Phi Thuong.

Regarding the act of handing over a vehicle to an unqualified person, Lieutenant Colonel Tran Quang Chinh, Deputy Head of the Road Traffic Police Team No. 1 (Traffic Police Department, Hanoi City Police) said that many parents do not clearly understand or deliberately ignore the regulations on age and conditions for driving a vehicle; they spoil their children, want their children to be "on par with their peers" or for convenience in commuting to school, so they are willing to hand over the vehicle to their children.

Besides, teenagers often have the mentality of wanting to express themselves, like to compete with friends, regardless of legal regulations.

Strengthening prevention from the grassroots

In recent times, Hanoi City Police have strengthened strict management of juveniles who show signs of violating the law, firmly grasped the area, and prevented security and order complications from arising. In particular, the Commune Police have reformed and educated 3,059 juveniles.

Units under the City Police also effectively promoted coordination between the police force and departments, branches, and organizations, especially the Education sector and the Youth Union, in propaganda, education, and prevention of violations among students; and promoted propaganda and dissemination of laws in schools and residential areas.

Chairman of the People's Committee of Quang Bi Commune, Bui Manh Thang, said that the People's Committee of the Commune has coordinated with the Commune Police to organize legal propaganda, coordinate management, education, and prevention of juveniles who show signs of violating the law. In particular, the functional forces have disseminated legal regulations on the rights and obligations of minors; sanctions for handling violations; analyzed situations and tricks to attract and entice juveniles to participate in illegal acts...

Representatives of families with teenagers who have shown signs of violating the law in Quang Bi commune also pledged to strengthen management and education of their children at home, regularly exchange information with the school and the commune police; resolutely not let their children participate in illegal acts, actively cooperate in prevention, reformation and education activities in the community.

Colonel Nguyen Duc Long, Deputy Director of Hanoi City Police, said that the City Police will continue to strengthen coordination between functional departments and grassroots police, mobilize the combined strength of the entire political system, step up propaganda, and mobilize people to participate in the movement of the whole people to protect national security.

At the same time, units under the City Police will also coordinate closely in managing and educating young people, especially those with signs of violations; organize reviews, make lists, and build specific management records, not to miss any subjects. Units will also step up propaganda and legal education, maintain effective prevention models, especially models of managing and educating young people who violate at the grassroots level to gain experience and replicate effective practices.
