The amended Law on Medical Examination and Treatment takes effect from January 1, 2024, and Decree No. 96/2023/ND-CP stipulates that medical examination and treatment facilities are classified by technical expertise based on professional capacity instead of administrative level.

The highest level of expertise is the specialized medical examination and treatment level, performing specialized outpatient and inpatient examination and treatment tasks in one or more fields; specialized practical training; research, specialized continuous training; and technology transfer in medical examination and treatment.

In case the patient participates in Health Insurance, he/she will enjoy benefits when being examined and treated and diagnosed with a disease in the list of 62 diseases and groups of diseases above. If the lower level medical unit does not diagnose the disease correctly, when going to the higher level, it is recorded that he/she has another rare or dangerous disease, the patient will still be paid benefits.
