Accordingly, continue to seriously implement Plan No. 46/KH-UBND dated February 28, 2025 of the City People's Committee on ensuring traffic safety in 2025; Plan No. 25/KH-UBND dated February 2, 2024 on implementing Directive No. 31/CT-TTg of the Prime Minister on strengthening traffic safety for school-age children in the new situation; Plan No. 06/KH-ATGT dated October 1, 2024 of the City Traffic Safety Committee on implementing the regulation "Do not hand over vehicles to people who are not qualified to drive vehicles in traffic" and related directives of the National Traffic Safety Committee, Central Ministries and branches.

The City Traffic Safety Committee requests the City Police to take the lead and coordinate with functional forces to increase patrols, control and strictly handle violations that are the main causes of traffic accidents, especially on key traffic routes such as National Highway 5, National Highway 10, National Highway 17B, DT.353, DT.356, DT.359 and the Port entrance area. In addition, regularly update the traffic safety situation in school areas, routes with high student traffic volume, and have plans to regulate and reasonably divide traffic at exam sites to avoid congestion and ensure absolute safety for candidates.
The Department of Construction shall preside over and coordinate with relevant agencies to continue to inspect and handle the situation of illegal vehicles, illegal bus stations, transfer vehicles, and disguised contract vehicles operating in violation of regulations; inspect the transport of goods by container trucks, organize periodic health check-ups for drivers, and at the same time strengthen the work of ensuring inland waterway safety during the tourist season and the rainy and stormy season in 2025. At the same time, the Department must also review and thoroughly handle black spots and potential traffic safety risks that have been listed and continue to detect and handle new emerging spots in the area.
The Departmentof Education and Training is responsible for directing all schools to organize for 100% of students and parents to sign a commitment to strictly comply with traffic safety regulations during the summer, paying special attention to not giving motorbikes to students who are not old enough to drive.
At the same time, schools need to proactively coordinate with authorities to ensure traffic safety and prevent congestion at school gates, especially during the upcoming High School Graduation Exam and Grade 10 Entrance Exam.
Traffic Safety Committees of districts, towns and cities should strengthen inspection and handling of encroachment on roads, sidewalks and traffic safety corridors. Wards and communes need to step up propaganda and dissemination of traffic safety laws to each household, promoting the role of local unions and social organizations.
For localities with a high number of deaths due to traffic accidents in the first 5 months of 2025 such as Hai An, Duong Kinh, Thuy Nguyen, focus on directing, increasing patrols, controlling, strictly handling violations and proposing solutions to promptly overcome the causes of traffic accidents..../.
