Strengthening the application of technology in price management

Discussing the draft Law amending and supplementing a number of articles of the Law on Prices at Group 2 this afternoon, November 3, National Assembly delegates from the Ho Chi Minh City Delegation proposed that it is necessary to increase the application of technology in price management to improve management efficiency, contribute to controlling inflation, and stabilize the macro economy.

Ho Chi Minh City National Assembly Delegation discussed

Delegates agreed to amend and supplement a number of articles of the Law on Prices to institutionalize the Party's policies and the State's laws in perfecting the institution in the context of organizing two-level local governments; ending the inspection activities of ministries to rearrange them according to the fields under the Government Inspectorate ; cutting and simplifying administrative procedures related to price appraisal service business activities.

The amendment of the Law also aims to promptly handle practical issues, remove "bottlenecks", ensure consistency, synchronization and feasibility of the Law on Prices with the legal system, and in accordance with international commitments.

Concerned about the content of data infrastructure and smart price management platform, National Assembly Deputy Pham Trong Nhan emphasized that building a national data system and smart price management platform is very necessary and is no longer a new issue. If not implemented, it will quickly become outdated in price management.

However, the draft Law has not yet regulated the price data infrastructure. Therefore, delegate Pham Trong Nhan proposed to add this content to the draft Law, assigning the Ministry of Finance to preside over the construction of the National Price Data Center; allowing connection and sharing of data with the data systems of the tax, customs, industry and trade, science and technology, agriculture and environment, health sectors, etc.

Price data collected by the State or relevant authorities such as the General Statistics Office must also be updated to the system and published in real time, especially data that must be made public according to current legal regulations. In addition, data needs to be shared according to "open standards" so that units that meet the requirements can connect.

Delegates also proposed that the draft Law should supplement the principles of price forecasting and early warning. State management agencies should be allowed to apply many technologies such as artificial intelligence (AI) and big data to analyze factors affecting price fluctuations such as supply chains, weather, logistics, import prices, export prices, etc.

Applying technology to price management also provides the business community with early warnings about fluctuations in supply chains and import-export prices, helping businesses be proactive in their business plans.

National Assembly Deputy Le Van Kham speaks

Giving specific comments on the appendix in the medical field, National Assembly Deputy Le Van Kham proposed to unify the terminology for opioid addiction treatment services (Clause 19). The delegate suggested that, following the Law on Drug Prevention and Control (amended), it should also be submitted to the National Assembly at this Session to unify the terminology, accordingly, the new term is "drug addiction treatment" instead of just using "opioid substances".
