The majority of National Assembly deputies highly appreciated the draft document submitted to the 14th National Congress of the Party with its fundamental innovations and long-term strategic vision.

National Assembly Delegate Luong Quoc Doan ( An Giang ) commented that this draft document has very new ideas, is concise, specific and clear, especially the continuous updating of 6 new Resolutions of the Politburo and the integration of 3 reports into one document, demonstrating high generality and brevity.
Sharing the same view, National Assembly Deputy Nguyen Thi Thu Ha (Quang Ninh) also agreed that the draft document is the result of careful, methodical, and scientific research, clearly demonstrating the spirit of innovation and strategic vision; "a draft document not only for 5 years but also for the 100-year roadmap and the following years of the Party".

Delegate Nguyen Thi Thu Ha emphasized that the draft document not only inherits and develops the achievements of previous terms but also opens up a comprehensive development orientation for the country, associated with the requirements of promoting industrialization, modernization, digital transformation and deep international integration. In particular, the process of drafting the document demonstrates a high level of democracy, with opinions being sought from the entire Party, the entire people, intellectuals, experts and veterans.
Delegate Nguyen Thi Thu Ha affirmed that the draft document is a product of collective intelligence and aspiration, demonstrating the people's deep trust in the Party.

National Assembly Deputy Hoang Trung Dung (Ha Tinh) emphasized that the draft document also assessed the results achieved, "clearly, distinctly, frankly and accurately stating the limitations, shortcomings and causes". The directions, tasks, key and breakthrough tasks demonstrate the vision and leadership role of the Party, the administration of the government, the mobilization of the Fatherland Front and mass organizations and the operation of the political system after being streamlined step by step to demonstrate effectiveness.

Regarding the improvement of institutions and the role of the National Assembly in legislative work, delegate Nguyen Thi Thu Ha expressed her appreciation for General Secretary To Lam's guiding viewpoint on removing inadequacies and overlaps in the legal system and simplifying administrative procedures to effectively implement policies.

From the implementation process in localities, delegate Nguyen Thi Thu Ha said that it is necessary to pay attention to the capacity of the policy implementation team. In addition to the work of law making and policy implementation, it is also necessary to pay attention to the work of propaganda and implementation of laws and policies in a specific manner. At the same time, it is necessary to improve the capacity of the legal advisory and law making team to build policies and laws of the best quality.

Regarding decentralization and delegation of power to localities, delegate Nguyen Thi Thu Ha said that it is necessary to control resources and create more favorable conditions for officials to perform their duties.
Regarding solutions, delegate Hoang Trung Dung emphasized the need to build awareness and a lifestyle of respecting the law; strengthen the protection of the Party's ideological foundation, fight against bad and toxic information; consolidate, strengthen and firmly foster the great national unity bloc. Clarify the connotation of "People are the masters", ensuring democracy goes hand in hand with discipline.
Along with that, promote decentralization and decentralization of power, create initiative for commune-level authorities; strongly innovate thinking, methods, and ways of organizing inspection and supervision work; promote the role of research agencies in linking theory with practice and policy making; promote the transformation of green growth models, use of clean energy, environmental protection and adaptation to climate change.

Delegate Hoang Trung Dung also emphasized the need to build, develop, and care for a team of cultural, literary, artistic, press, publishing, and media workers with high qualifications, capacity, courage, humanity, and responsibility; build a strategy for cultural and human development with the theme "Vietnam's soft power"; perfect the cultural development institution, and invest in effectively exploiting heritage values associated with tourism and socio-economic development.
Contributing opinions to the innovation policy in the draft document submitted to the 14th National Party Congress, National Assembly Deputy Nguyen Danh Tu (An Giang) suggested that it is necessary to continue focusing on taking the People as the center, the subject, and the target in implementing policies, with the goal of People's happiness as the core and consistent content.

In addition to the three main pillars: Socialist rule of law state, socialist-oriented market economy and socialist democracy, delegate Nguyen Danh Tu proposed to add content on the Party's theoretical achievements mentioned in the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011). This will be suitable for the new conditions and development stage of the country and in the new era of the nation, delegate Nguyen Danh Tu emphasized.
