Strengthening Party building on ethics according to Ho Chi Minh's thought

Building the Party in terms of ethics is an important content of the Party building work, creating prestige and trust of the people in the Party, the State and the regime. Doing this content well will contribute to fostering love for the homeland and country, fanning aspirations, beliefs and actions so that each cadre, party member and people can join hands to build Binh Thuan to be more and more prosperous, civilized and modern.

During his lifetime, President Ho Chi Minh paid special attention to the issue of Party building and rectification. He pointed out that a revolutionary Party must have revolutionary ethics as its foundation in order to lead the revolution. He affirmed: “A revolutionary must have ethics. Without ethics, no matter how talented, he cannot lead the people” or “National affairs take the organization as the core. Organizational affairs take cadres as the core. Cadres take ethics as the core”…

He affirmed that "National affairs take the Union as the core. Union affairs take cadres as the core. Cadres take morality as the core"...

Following his teachings, over the past 94 years, our Party has paid special attention to the work of Party building and rectification, and improving the Party's leadership capacity and fighting strength. At the 12th Congress, our Party affirmed: "Focus on implementing the goal of "Building a clean and strong Party in terms of politics , ideology, organization and ethics". Accordingly, the Congress promoted the exemplary role of cadres and Party members, especially leaders at all levels, heads of agencies and units. This viewpoint continued to be inherited, supplemented and perfected by the 13th Congress of the Party with many synchronous contents and solutions. The 13th Congress determined: "In the coming years, we must pay special attention to and further promote the comprehensive building and rectification of the Party in terms of politics, ideology, ethics, organization and cadres". "Research, supplement and perfect revolutionary ethical values in the spirit of "Our Party is ethical and civilized" to suit new conditions and the fine cultural traditions of the nation"...

During the past term, despite many difficulties and obstacles, Binh Thuan has made efforts to overcome and achieve many great and important achievements in the fields of politics, economy, culture, society, maintaining national defense and security. These achievements are due to the solidarity and consensus of the people of all ethnic groups in the province under the correct leadership of the Party Committee and authorities at all levels.

Binh Thuan has clearly defined the role and responsibility of Party committees and organizations, especially the leaders in leading and directing the implementation of political, ideological and ethical work in localities, agencies and units. Gradually innovate and improve the quality of dissemination and propaganda work; political theory training; building and replicating good models and good practices in implementation... The majority of cadres and Party members in the province have closely followed and implemented the plan well, overcoming limitations and shortcomings; Party committees at all levels have strengthened inspection and supervision of the organization and implementation of directives and instructions of the Central Committee and directions of higher-level Party committees.

Over nearly 5 years of the 2020 - 2025 term, Binh Thuan has had more than 95% of cadres and party members write a commitment to strive and practice every year; 100% of Party committees, heads of Party committees, agencies and units develop programs and action plans for implementation. Party delegations and Party executive committees regularly rectify discipline, order, working style and manners of cadres and civil servants in performing public duties; specialized departments and branches of the province and districts and cities have basically done a good job of coordinating to solve problems arising right at the grassroots level, especially those related to the rights and interests of the people such as citizen reception, handling of petitions, complaints and denunciations have been better implemented.

In particular, every year, the Binh Thuan Provincial Party Committee issues plans and implements thematic topics for studying and following Uncle Ho. On that basis, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations of the province have developed implementation plans to ensure the content, requirements and suitability with the reality of agencies, units and localities. The full-term and annual thematic learning materials are provided promptly, serving the organization of learning and widely implementing them among cadres, party members and propaganda among the people. Through learning and dissemination, cadres and party members have grasped and understood the basic contents of the full-term and annual thematic topics; contributing to creating changes in awareness and political ideology among cadres, party members, civil servants and public employees; strengthening the spirit of solidarity among cadres and party members; Raise awareness of self-cultivation and training in political qualities, ethics, lifestyle, honesty, responsibility, attachment to the people, have a spirit of cooperation and mutual assistance in performing tasks and public service, effectively use working time, and be exemplary in implementing the policies and laws of the Party and State.

The highlight of Binh Thuan in the past term in Party building work on ethics is that the Standing Committee of Binh Thuan Provincial Party Committee took the initiative to organize a political activity with the theme "Keeping the oath of party members". As a result, 2,618/2,618 grassroots party cells and party cells directly under the grassroots Party Committee organized activities for 38,885 party members through monthly meetings, party cell activities, and specialized activities of each party cell. This is an opportunity for each cadre and party member to remind themselves of the pride and responsibility when being honored to stand in the ranks of the Party; of the promise before the organization and the people when being promoted, appointed, or running for election; thereby, raising awareness of self-reflection, self-correction, self-training, preventing degradation in political ideology, lifestyle ethics; promoting the spirit of daring to think, daring to do, daring to take responsibility in the process of performing assigned tasks. The political activity received the response of cadres and party members, consensus and positive evaluation from the people, initially arousing the sense of responsibility for the people of the cadres and party members of Binh Thuan province, creating a vibrant atmosphere in the entire provincial Party Committee with the determination to build an increasingly clean and strong Party Committee and political system.

In addition, the Provincial Party Standing Committee and Party committees at all levels have established many inspection and supervision teams to monitor the implementation of ideological work in localities, agencies and units. District, town, city Party committees and Party committees directly under the province have directed Party committees, grassroots Party cells and affiliated Party cells to conduct self-inspections and report on implementation results. Thereby, contributing to strengthening solidarity, unity of will and action within the Party Committee and the people; preventing and gradually pushing back the degradation of political ideology, ethics and lifestyle among cadres, Party members and the people; building a clean and strong Party, successfully carrying out the political tasks of localities, agencies and units.
