Discussing at the hall about socio- economics and state budget, National Assembly delegate Nguyen Van Than, Chairman of the Association of Small and Medium Enterprises, spoke about 3 issues: Attracting capital from the people; increasing salaries for officials, workers, civil servants and support funds and credit guarantees for small and medium enterprises.

The method of attracting capital from the people now must be different.

First of all, regarding attracting capital from the people, the delegate said that people only accumulate in foreign currency or in gold, silver, other precious stones plus real estate.

Therefore, one of the reasons why real estate, gold, and other foreign currencies are going up now is because we lack the ability to attract investment from the people because currently there is a huge amount of capital among the people. The delegate expressed his opinion and said: Perhaps no one does not understand that and we have understood that for a long time.

According to the delegate, the current method of attracting capital from the people "is not good enough". Because we only attract domestic currency, not foreign currency. Meanwhile, "people all know that foreign currency, gold, silver, and precious stones are stable and maintain their value".

From that perspective, the delegate suggested that in order to attract capital from the people, "there should be a thought of borrowing foreign currency from the people, at least the interest rate should be equal to 6% as borrowing from foreign countries. Or even higher because it will be passed through the sieve and the tray. If foreign currency is borrowed from the people with a higher interest rate, both the people and the State will benefit. Instead of having to try to ask for aid or borrow capital from foreign countries."

Delegate Nguyen Van Than emphasized: "The method of attracting capital from the people now must be different, especially in the current situation where capital is very necessary."

Try to increase salaries for officials, civil servants and public employees

Second, regarding salaries for officials, civil servants and public employees, according to the delegate, "our current average GDP per capita income is about 7,000 USD. If multiplied by 26,000 VND/1 USD and divided by 12 months, it is equivalent to an income of about more than 15 million/month."

Expressing support for the view of delegate Truong Trong Nghia (Ho Chi Minh City Delegation) that the salary of cadres, civil servants and public employees must be equal to the average living standard of society, the delegate said that the salary of cadres, workers and public employees must be from 15 million VND/month or more.

The delegate said that currently in private enterprises, many businesses are willing to pay high salaries to have high-quality human resources. For example, for new graduates, especially in technology, businesses are willing to pay 50 million/month, even some positions pay up to 100-200 million VND/month but cannot recruit workers.

"This is a reality that we have surveyed, not without basis," delegate Nguyen Van Than shared and emphasized: "Increasing salaries for officials, workers and civil servants is mandatory."

According to him, the State needs to have policies to encourage and retain cadres, civil servants, public employees, talented people, and active workers. The most important thing is to ensure salaries so that workers in the state sector can raise children, stabilize family life, and then focus on work.

"I am on the side that does not receive a salary from the State. Standing on the outside looking in, I see that if we do not adjust, the State sector will lose good workers. Therefore, I earnestly request the Government and the National Assembly to try to research and try to find a way to increase salaries for officials, workers and civil servants. Currently, they have increased but it is not stable," said delegate Nguyen Van Than.

Need to amend regulations on funds related to small and medium enterprises

Third, regarding the Guarantee Fund for Small and Medium Enterprises and the Support Fund for Small and Medium Enterprises, delegate Nguyen Van Than expressed his opinion: "With the current mechanism, we can never lend much. We cannot blame the fund management agencies because they cannot lend and businesses will never come there to borrow with this mechanism."

Accordingly, delegates proposed to amend regulations on fund management, if this situation continues it will be very wasteful, while investment is in dire need of capital.
