Training on Electronic Party Member Handbook

The national training conference on the use of the electronic Party Member Handbook application marks the transition to phase 2 - synchronous implementation nationwide. This is an important step in concretizing the policy of digital transformation and modernization in Party work. On the morning of October 29, the Central Party Office chaired the training conference on the use of the electronic Party Member Handbook nationwide in the form of online training from the Central to the commune and ward levels.

Speaking at the opening of the conference, comrade Dao Van Thanh, Deputy Director of the Department of Cryptographic Digital Transformation (Office of the Party Central Committee) emphasized that on July 10, 2023, the Secretariat issued Regulation No. 339-QD/TW on the use of the Electronic Party Member Handbook application. The system is deployed uniformly throughout the Party, applicable to all official Party members, probationary Party members, and Party cell committees at all levels.

This is the first application to be popularized to all Party members, marking an important step forward in digital transformation in Party agencies.

Regulation No. 339-QD/TW of the Secretariat clearly defined the goal of building a unified digital environment for managing, exchanging information and serving Party activities; stipulating the responsibilities of Party committees, Party organizations and Party members in using this application. At the same time, it also set out requirements to ensure the safety and security of information and data of the Party and Party members.

Implementing Regulation No. 339-QD/TW, the Party Central Office, together with the Central Organizing Committee, coordinated with Viettel Group to complete the development of application software. The Party Central Office issued a Plan on implementing the application of the Electronic Party Member Handbook in 2 phases.

Phase 1 is a pilot implementation at 4 Party Committees, including: Party Committees of Central Party agencies, Dong Thap Party Committee, Lang Son Party Committee, Thai Nguyen Party Committee, and was implemented from August 25 to October 15, 2023.

The implementation results show that the application has operated stably and effectively, providing practical support for Party cells and Party members in activities, updating information, managing Party members and improving the quality of Party building work.

Based on the results of the pilot implementation, relevant agencies and units have completed the application, ready to deploy phase 2 nationwide. Phase 2 is to expand the implementation to the entire Party, nationwide after completing the software, guidance documents and implementation organization process.

Putting the Electronic Party Member Handbook into widespread use is an important step in the concretization of the digital transformation project in Party agencies and Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. Thereby, contributing to the innovation of the Party's leadership method, improving the effectiveness of Party organization work, promoting the role, responsibility, pioneering and exemplary role of Party members in the digital transformation process of the Party and the country.

The national training conference on the use of the "Electronic Party Member Handbook" application creates an important premise for the application of the Electronic Party Member Handbook to be deployed synchronously and effectively throughout the Party.
