As a main and mobile unit, Division 316 has received attention from superiors for investment in basic construction, improving working and living conditions for officers and soldiers. The staff is enthusiastic and highly responsible. These are favorable conditions for the Division Party Committee to comprehensively lead the implementation of all aspects of work, successfully and excellently completing the targets of the resolution for the 2020-2025 term.

Over the past 5 years, the Division Party Committee has thoroughly grasped the resolutions and directives of the superiors, led and directed the excellent completion of 21/21 targets set by the 16th Congress Resolution; the overall quality and combat readiness capacity have been improved, many contents have exceeded the targets of the resolution. The Party Committee has directed the organization of nearly 1,900 times of practicing the transition to combat readiness and protection plans; organized more than 500 tactical exercises at all levels with many innovations in scale, form, requirements, and nature; participated in more than 40 competitions and sports events with high achievements. Notably, in 2024, the Division successfully completed the task of overcoming the consequences of storm No. 3 (Yagi), and was awarded the Third-class Fatherland Protection Medalby the President , leaving its mark and beautifying the beautiful image of Uncle Ho's soldiers in the hearts of the people.

Focusing on the breakthrough in training, the Party Committee focused on directing the preparation, training and fostering of cadres; promoting internal resources and effectively using financial resources in building and consolidating training grounds and facilities to meet the training requirements of the subjects. During the training process, the unit closely followed the motto, viewpoints, principles, and combinations; organized synchronous, in-depth training, close to the situation, subjects, areas, and new forms of warfare and combat methods, in the conditions of the enemy using high-tech weapons. The results of the inspection of the contents were 100% satisfactory, with 84.16% good and excellent (exceeding 3.66% compared to the congress resolution target).

The Party Committee led the unit to deploy many drastic and synchronous solutions in implementing the breakthrough in: "Promoting the building of formality, management, law enforcement, and discipline" with many creative models and methods. Military administrative reform and digital transformation were deployed drastically; document management and operation, processing of work on the military data network environment initially entered into order; the quality of document drafting and the effectiveness and efficiency in management, command, and operation were improved.

Defense foreign affairs, mass mobilization, and military rear areas were promoted. The Party Committee directed coordination with localities to support overcoming the consequences of natural disasters and epidemics, developing the socio-economy, eliminating hunger and reducing poverty, implementing social security policies, contributing to consolidating political and spiritual potential, strengthening military -civilian solidarity, and building a solid "people's hearts and minds position". Division 316 helped Division 2 (Lao People's Army) prevent and fight epidemics and build a model of increased production.

In the work of Party building, the Party Committee attaches special importance to building a strong political, ideological, organizational and ethical foundation. The work of managing, educating and training Party members is emphasized. During the past term, the Party Committee admitted more than 1,000 new Party members (exceeding the plan by 9.9%), inspected more than 2,100 Party members and 230 Party organizations. Many new models and methods were summarized and replicated such as: "Self-reflection, self-correction", "4-good Party Committee", "4-good Party Cell", "4 responsibilities of cadres and Party members", "5 revolutionary ethical standards"... Thanks to that, the spirit of self-criticism and criticism was promoted, discipline and order in the Party were maintained.

Looking back at the outstanding achievements in the 2020-2025 term, it is even more evident that when the Party Committee is truly clean and strong, the unit will develop comprehensively and successfully complete its assigned political tasks. That is a solid premise for Division 316 to continue to strive to achieve higher goals.

In the new term, the Party Committee focuses on improving the leadership capacity and fighting strength of Party committees and organizations at all levels; building a strong Party Committee of the Division in terms of politics, ideology, ethics, organization and cadres; a lean, compact, strong Division with comprehensive quality, high vigilance, level, combat readiness and training capabilities to meet the requirements of the task of protecting the Fatherland in the new situation. The Party Committee of the Division focuses on breakthrough leadership to improve the quality of training and exercises to meet new conditions and forms of combat; creating steady changes in building discipline, law enforcement and discipline; promoting administrative reform, application of science and technology, innovation, creativity and digital transformation.

In the 2025-2030 term, the political tasks of the Division Party Committee set new and increasingly high requirements. The entire Party Committee promoted democracy, strengthened solidarity, upheld discipline, unified will and action, proactively overcame difficulties, and was determined to excellently complete the Resolution of the 17th Division Party Congress.
