On the afternoon of January 19, the Provincial People's Committee held a conference to summarize the inspection sector in 2023 and deploy tasks for 2024.

In 2023, the entire industry focused on implementing and completing inspection tasks according to the plan approved by the Chairman of the People's Committee at all levels and the head of the state management agency.

The inspection content is focused on state management, socio-economic management at all levels and sectors, and law compliance by organizations and individuals in all fields.

Provincial Inspector Vo Van Phuc reported on the summary of work in 2023; deployed directions and tasks for 2024.

During the year, the entire industry conducted 401 inspections and checks; discovered violations at 671 organizations and individuals; the total number of violations discovered through inspections was more than 55 billion VND and 600 m2 of land.

The Provincial Inspectorate regularly pays attention to and resolutely implements the work of monitoring, urging, and handling after inspection; has issued many documents urging and inviting subjects to work directly. Through the work of urging the implementation of inspection conclusions, the result has been the recovery of 8,598 million VND, reaching 85%; other handling reached 100%.

Director of the Department of Finance Trinh Van Ngoc discussed solutions to improve the effectiveness and quality of law enforcement inspection work in financial and budgetary management at units and localities.

State management work on citizen reception and complaint and denunciation settlement continues to receive attention. In 2023, the whole province organized to receive more than 5,000 citizens; the number of people received was 5,037 citizens/4,269 cases; 4,830 petitions were received, of which 3,826 petitions were eligible for processing.

Administrative agencies at all levels have resolved 2,008 cases under their authority/total number of cases to be resolved: 3,366 cases; reaching a rate of 61.5%. Of which, 90 complaints have been resolved; 39 denunciations have been resolved; 3,137 petitions and reflections have been handled.

During the year, the Provincial Inspectorate actively advised the Chairman of the Provincial People's Committee to direct the resolution of mass, complicated, and prolonged complaints and denunciations with good results.

In 2023, the Provincial Party Committee and the Provincial People's Committee issued 3 directives, 3 programs and 3 plans on anti-corruption and negativity work (PCTNTC). Departments, branches, sectors and People's Committees of districts, towns and cities issued 387 documents to deploy, direct, urge and guide PCTN work under their management.

At the conference, delegates also focused on discussing and evaluating the tasks that have been performed in the past year. At the same time, they frankly acknowledged some shortcomings and limitations such as: the implementation of inspection plans by some state inspection organizations in localities is still slow; the detection and recommendation for handling inspection results are not comprehensive, there are still many economic violations; the detection and recommendation for amending policy mechanisms, transferring cases with signs of crime to handle criminal liability are still limited...

Speaking at the conference, Chairman of the Provincial People's Committee Vo Trong Hai acknowledged, commended and highly appreciated the contributions of the inspection sector to the socio-economic development of the province. At the same time, he pointed out a number of shortcomings and limitations that need to be overcome in the coming time.

The Chairman of the Provincial People's Committee requested that the entire sector continue to improve the effectiveness and efficiency of inspection activities, especially the quality of issuing inspection conclusions and the implementation of inspection conclusions. Focus on inspecting sensitive sectors and fields, areas prone to corruption and negativity, with many complaints and denunciations, and public concern. The Provincial Inspectorate needs to review plans, avoid overlapping and duplication of inspections and checks, especially for enterprises.

Strengthen inspection, examination and supervision of public service activities; rectify the situation of being afraid of responsibility and not daring to give advice. Strictly implement the work of receiving people, resolving complaints and denunciations. Grasp the situation in the area; promptly and thoroughly resolve it right at the grassroots level, not allowing "hot spots" to arise, not allowing cases to arise and not be resolved, becoming backlog cases.

The Chairman of the Provincial People's Committee also emphasized that the inspection sector needs to continue to synchronously implement policies and laws on corruption prevention and control. Focus on effectively implementing preventive solutions; publicizing and making transparent; decentralizing and delegating powers; promoting legal propaganda andeducation , and raising awareness.

In addition, we need to focus on strengthening and building a force of inspectors to ensure professionalism, responsibility, discipline and integrity; strengthen internal inspection and supervision; and strictly handle officials and civil servants who violate the law.

At the conference, provincial and industry leaders awarded certificates of merit to collectives and individuals with outstanding achievements in performing their tasks in recent times.
