- On the afternoon of December 4, Comrade Dinh Huu Hoc, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a meeting to assess the implementation of Plan No. 116/KH-UBND dated April 21, 2025 of the Provincial People's Committee on implementing solutions, removing difficulties, obstacles, and handling investment projects in the province (in the old districts of Huu Lung and Chi Lang) and assessing the progress of implementing projects of industrial parks and clusters established in the province. Attending the meeting were leaders of provincial departments, branches, and communes with projects under implementation.

According to Plan No. 116/KH-UBND, Chi Lang and Huu Lung districts (old) have 16 projects corresponding to 52 tasks. Of which, the number of completed projects resolving difficulties and problems is 4 projects (accounting for 25% of the total number of projects), the number of completed tasks is 33 tasks (63.5% of the total number of tasks).

The leaders of the Department of Finance reported on the implementation of investment projects in the old districts of Huu Lung and Chi Lang.

According to the report of the Department of Finance, up to now, there are 12 projects that have not completed their tasks (10 off-budget projects and 2 public investment projects). All projects that have not completed their tasks have some unresolved problems. The most common problem is the slow site clearance; some investors have not coordinated to complete the related legal procedures.

The investor of the project being implemented in the old Huu Lung district pointed out the difficulties and obstacles affecting the project's progress.

Regarding the progress of implementing industrial park (IP) and industrial cluster (CCN) projects established in the province, according to the report of the Department of Industry and Trade at the meeting, VSIP Lang Son Industrial Park has completed 100% of the measurement, counting and approval of the compensation plan for phase 1; disbursement reached 12.7% of the investment capital. At the same time, in the province, there are 11 established ICs with a total area of ​​about 473 hectares. Of which, local IC No. 2 has been 100% filled.

Regarding the other 10 industrial parks, in addition to the 4 industrial parks: Bac Son 2, Dinh Lap, Ho Son 1, Hoa Son 1, the construction progress is basically guaranteed according to the plan, while the other industrial parks are behind schedule. In particular, Hop Thanh 1 and Hop Thanh 2 industrial parks (in Ky Lua ward), at this time, the Provincial People's Committee has agreed to terminate the project in the form of public-private partnership (PPP), build-transfer (BT) contract.

Leaders of the Department of Agriculture and Environment reported some related contents at the meeting.

At the meeting, leaders of state management agencies of the province, leaders of communes with projects in the area and project investors reported on the situation of resolving, removing difficulties, obstacles and handling of projects being implemented in the old Chi Lang and Huu Lung districts, as well as reporting on the implementation progress of established industrial parks and clusters in the province; proposing and recommending solutions to speed up the implementation progress of projects being implemented in the old Chi Lang and Huu Lung districts, established industrial parks and clusters in the province.

Speaking at the meeting, regarding the implementation of Plan No. 116/KH-UBND, Mr. Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Committee, stated: In the old Chi Lang and Huu Lung districts, there are many projects that have been delayed and have encountered complicated problems. The handling of problems in projects with many tasks is slow and has not met the progress requirements as directed by the Provincial People's Committee.

To completely resolve the difficulties and problems, the Standing Vice Chairman of the Provincial People's Committee requested: Relevant departments, branches, and communes with investment projects to clearly define responsibilities, plans, and specific handling deadlines for each project. In particular, the provincial departments, branches, and sectors, based on their assigned tasks, continue to support and guide investors to complete the procedures and documents that are still slow; investors must proactively coordinate with state management agencies and local authorities in implementing related tasks.

The Provincial Inspectorate organizes inspections of compliance with legal regulations related to a number of projects with many outstanding issues. After the inspection, it reports to the Provincial People's Committee to consider solutions for final settlement.

Regarding the progress of implementing industrial park and industrial cluster projects established in the province, the Standing Vice Chairman of the Provincial People's Committee requested: Provincial departments, branches and sectors continue to support and guide investors to implement contents within their authority; Provincial departments, branches, People's Committees of communes with projects and investors continue to implement solutions to speed up the progress of implementing industrial park and industrial cluster projects, especially focusing on speeding up the progress of site clearance to serve the projects.

Investors of industrial park and cluster projects proactively coordinate with state management agencies and local authorities in implementing work, especially completing legal procedures related to the projects that investors have committed to the province.

The Standing Vice Chairman of the Provincial People's Committee pointed out: Agencies, units, communes and project investors must concentrate highly, complete assigned tasks, especially thoroughly handle outstanding problems on time according to the direction of the Provincial People's Committee. In particular, thoroughly handle problems of projects being invested in the old Chi Lang and Huu Lung districts in December 2025, not to prolong to 2026.
