Tay Ninh strengthens state management of religious activities.

Currently, there are 632 religious establishments in Tay Ninh province, of which 505 have established management boards or have representatives, while the rest operate on a self-governing basis. The registration of religious activities and the handling of administrative procedures related to religious affairs have been carried out in an orderly manner in accordance with the Law on Beliefs and Religions, through the online public service portal, creating convenience for both citizens and management agencies.

Religious festivals are organized in accordance with traditional customs and practices, and are registered and notified as required by law. However, the challenges are growing as many new forms of religious beliefs emerge with complex and deviant manifestations; the demand for building religious facilities and organizing festivals is increasing sharply, leading to the exploitation of religious beliefs for superstition and profit; the construction of private temples and shrines that attract large crowds or the formation of religious facilities in residential areas by businesses...

In light of this situation, based on the Law on Beliefs and Religions of 2016, the Law on Cultural Heritage of 2024, and related regulations, the Chairman of the Provincial People's Committee requests that departments, agencies, and the People's Committees of communes and wards strengthen the implementation of comprehensive solutions to strictly manage religious activities, ensure security and order, and preserve traditional cultural values.

Strengthen management and create favorable conditions for purely religious activities.

The Department of Ethnic Minorities and Religions is assigned a core role, coordinating with other departments, agencies, and localities to implement state management of religious activities; while also creating conditions for religious establishments to organize activities that are purely traditional and in accordance with the law.

This agency is also responsible for promptly detecting and preventing the construction of illegal religious facilities for organizing large gatherings for profit; and strengthening the dissemination of the Law on Beliefs and Religions and Decree 95/2023/ND-CP to management boards, representatives of religious facilities, and the public.

For legal issues that are not specifically regulated, the Department of Ethnic Minorities and Religions will proactively coordinate with relevant agencies to seek opinions from central ministries and departments to agree on a course of action that is appropriate to the practical situation.

Ensuring civilized living and preserving cultural values.

The Department of Culture, Sports and Tourism coordinates with and guides religious establishments to implement a civilized lifestyle, harmonizing spiritual values ​​with legal regulations; and manages cultural and tourism festivals in accordance with regulations and Circular 3263 of the Provincial People's Committee.

Notably, the cultural and financial sectors will oversee the receipt and use of donations, ensuring transparency, accountability, and proper use in accordance with Circular 04/2023/TT-BTC.

Strengthen land and construction management and prevent violations.

The Department of Agriculture and Environment, along with local authorities, is tasked with reviewing and expediting the issuance of land use rights certificates to eligible religious establishments, while also resolving any related land disputes definitively (if any).

The Department of Construction and the People's Committees of communes and wards will guide the procedures for constructing and renovating religious facilities, and prevent the unauthorized construction of temples and shrines.

The provincial police are intensifying efforts to monitor the situation and strictly handle acts of exploiting religious beliefs for personal gain and causing disruption to public order; they are also inspecting fire safety and public order at religious establishments and festivals.

Promoting the role of local government and the community.

The People's Committees of communes and wards play a direct role in managing religious activities in their localities; guiding the registration of activities, recognizing representatives and management boards of religious establishments; and controlling investment and construction activities.

Local authorities also coordinate with the Fatherland Front and the community to promote civilized lifestyles and eliminate superstition; strictly prohibiting the spontaneous construction of small shrines and temples in public areas that detract from aesthetics and order.

In the context of increasingly diverse and complex religious activities, the demands for management are becoming higher. Implementing the above measures will help Tay Ninh both preserve traditional spiritual and cultural values ​​and ensure legal order, contributing to social stability and strengthening unity within the community.
