On the afternoon of July 9, many social media users in Vietnam suddenly shared that Telegram - an application that was blocked more than a month ago - can now be accessed and used normally.
This development quickly attracted the attention of the online community, especially after a long time of users having difficulty accessing this platform. Many users said they had to use VPN tools to be able to access Telegram.
However, many social media users said that up to now they still cannot access this application normally. When trying to log in to this application, the reporter found that some accounts using wifi network can access, but accounts using 4G and 5G network cannot access.

As of the afternoon of July 9, there has been no official announcement from the authorities or network operators about whether Telegram's block has been lifted or whether access is due to technical errors, system adjustments, or any other reason.
Previously, at the end of May 2025, the Department of Telecommunications ( Ministry of Science and Technology ) sent a document to network operators, requesting the implementation of technical measures to prevent Telegram's activities in Vietnam, according to the request from the police agency. The deadline for businesses to report on implementation is June 2, 2025.
According to information provided by the functional units of the Ministry of Public Security , 68% of the total number of Telegram channels and groups in Vietnam are malicious. Many groups and groups with tens of thousands of participants were created to disseminate anti-government documents. In addition, recently, many scams have occurred on Telegram with a total amount of more than 1,000 billion VND, more than 13,000 victims were recorded, and the data of 23 million people was sold.
Taking advantage of telecommunications activities to commit acts of sabotage, violating national security and social order is strictly prohibited under Article 9 of the Telecommunications Law. In such cases, telecommunications enterprises are obliged to take measures to prevent services.
According to the provisions of Decree 147/2024 of the Government on Internet management, Telegram must comply with legal regulations when providing cross-border services to Vietnamese users.
This application is responsible for checking, monitoring, removing, and preventing information that violates the law when requested by competent authorities. In case of non-cooperation, the competent authorities will handle and deploy technical measures to prevent violations.
Tech experts also said that users should not try to access Telegram. Technically, users can use IP address spoofing tools via VPN or proxy to access Telegram servers.
However, users trying to access Telegram despite the ban from the authorities can lead to many security risks. When looking for ways to access it on the Internet, users can be completely lured into clicking on links containing malicious code or installing malicious applications on their devices, which can lead to the risk of losing personal data, or falling into an online scam scenario, etc.
