Appraisal of Muong Chanh border commune meeting new rural standards

On the morning of December 28, the Office of the New Rural Development Program Coordination organized a team to conduct a field inspection and held a conference to assess the achievement of New Rural standards for Muong Chanh commune (Muong Lat).

Here, the appraisal team inspected the development of production models, environmental sanitation work, infrastructure construction, cultural criteria development, and learned about the material and spiritual life of local people.

Muong Chanh Commune, located on the border with Laos, was once known as the most difficult place in the district and province.

Muong Chanh is the commune that the late General Secretary Nguyen Phu Trong directed to build a "model commune" to escape poverty associated with building new rural areas during his visit and work in Muong Lat district on September 2 and 3, 2011.

Implementing the direction of the late General Secretary, on March 2, 2012, Thanh Hoa Provincial People's Committee issued Decision No. 573/QD-UBND approving the Project "Building Muong Chanh commune, Muong Lat district as a model commune to escape poverty associated with building new rural areas by 2015".

The appraisal team inspected the facilities at the library of Muong Chanh Secondary School and encouraged the students.

With the attention of the Central Government, the province and other capital sources, the total resources for building new rural areas in Muong Chanh commune in the period of 2013-2024 are more than 331,123 million VND. From the above capital, many important items have been built such as: Offices, commune health stations, village cultural houses, renovation, new construction and renovation, upgrading of basic schools to ensure teaching and learning of teachers and students; the traffic and irrigation systems have been upgraded to facilitate travel, trade and agricultural production; new electricity and water works have been built to serve the people.

The whole commune has 9/9 villages recognized with the title "Cultural Village", reaching a rate of 100%.

The socio-economic development situation, ensuring national defense - security and social order of the commune have changed strongly and comprehensively in a positive direction: The rural economy has shifted in the right direction to increase added value and sustainable development; the innovation and development of production organization forms have also been improved, farmers have been more confident in investing in agriculture, when the production linkage and product consumption model is focused on.

The average income per capita in the commune is higher year after year, by 2024 the average income per capita is 46.41 million VND. The rate of poor and near-poor households in the commune will gradually decrease every year and by 2024 it will decrease to 11.73%; The rate of trained workers is 1,617/2,225 workers, equal to 73.12%, The rate of trained workers with degrees and certificates is 725/2,225 workers, equal to 32.58%. The commune meets the standards of universal preschool education (PCGD) for 5-year-old children, meets the standards of primary education, meets the standards of secondary education, and meets the standards of illiteracy eradication; The rate of people participating in health insurance by July 2024 in the commune is 3,709/3,817 people, reaching 97.17%.

With the attention of the Central Government and the province, Muong Lat district and Muong Chanh commune have mobilized many resources to invest in infrastructure and build new rural areas.

Regarding environment and food safety: The rate of households using hygienic water is 809/809 households, reaching 100%; the rate of households using clean water is 418/809 households, equal to 51.67%; over 75% of domestic waste generated in the area is collected and transported for proper treatment; The rate of production, business, service and aquaculture establishments ensures environmental protection regulations.

Cultural and sports activities have been effectively maintained, attracting many participants. The commune has been recognized by the District People's Committee as a "Commune meeting new rural cultural standards"; the whole commune has 9/9 villages recognized as "Cultural Village". The political security situation, social order and safety are always maintained and stable, there are no law violators, social evils, and no illegal mass complaints. In 3 years (2021-2023), the commune has always achieved the title of "Safe in security and order".

After listening to the comments of the representatives of the departments and branches who are members of the working group, the representative of the leadership of the Office of the Coordination of the New Rural Development Program of Thanh Hoa province highly appreciated the dedicated and quality contributions; requested that in the coming time, Muong Chanh commune urgently complete the dossier, pay attention to maintaining and improving the quality of the commune's achieved indicators and criteria; strengthen production linkages, increase income and living standards of the people. At the same time, it is requested that the departments, branches and branches, based on the results of receiving and completing the indicators and criteria of Muong Chanh commune, have a document assessing and confirming the level of meeting the criteria under the responsibility of the department, send it to the Office of the Coordination of the New Rural Development Program of Thanh Hoa province for synthesis, request the New Rural Development Appraisal Council of Thanh Hoa province to meet and consider recognizing Muong Chanh commune as meeting the New Rural Development standards in 2024.
