The emulation campaign focuses on mobilizing all resources to accelerate the progress of key projects; continuing to accelerate the implementation of national target programs to ensure their early completion and effective results after investment; and striving to boost the disbursement of public investment capital.

Launching and organizing creative works in the fields of literature, art, music, and photography with themes praising the Party, President Ho Chi Minh, and the homeland of Thang Binh, Quang Nam ; focusing on effectively carrying out activities of gratitude and remembrance; completing the review of the implementation of policies for people with meritorious services; building and repairing houses of gratitude; renovating and upgrading martyrs' cemeteries, memorial plaques/memorial houses for martyrs, and historical and revolutionary relics.

Furthermore, actively compete in implementing administrative reform within the scope of management in a creative and effective manner, focusing on reforming administrative procedures; strengthening discipline and order, and promoting administrative reform in state administrative agencies with the spirit of improving the quality of advice from officials, civil servants, and employees, fulfilling the task of "completing the work, not just working until the end of the working hours".

Each agency, unit, and locality shall select and implement the construction of at least one exemplary model or one practical project to celebrate the anniversary.
