In accordance with Document 746 dated February 12, 2025, from the Vietnam Road Administration regarding the preparation for the handover of driver's license examination and issuance tasks, Mr. Lai The Khai, Deputy Director of the Thanh Hoa Provincial Department of Transport, signed a document temporarily suspending administrative procedures for renewing and reissuing driver's licenses.

Specifically, on February 13th, the Thanh Hoa Department of Transport issued a notice announcing the temporary suspension of administrative procedures for renewing and reissuing driver's licenses starting from February 14th to facilitate the handover of duties to the police force.

Specifically for renewing expired driver's licenses, applications will be accepted until 4:30 PM on February 17th; for overdue applications, the driving test will be held on February 16th.

Following the above document, Mr. Nguyen Van Thi – Vice Chairman of the People's Committee of Thanh Hoa province – issued a directive requesting the Department of Transport to continue receiving administrative procedures for renewing and reissuing driver's licenses at the Provincial Public Administration Service Center and post offices throughout the province until officially handing them over to the provincial police agency.

The Vice Chairman of the province also assigned the Department of Transport to take the lead in coordinating with the provincial police and the Provincial Public Administration Service Center to fully prepare all contents related to the task of renewing and reissuing driver's licenses so that they can be handed over immediately when requested by the central authorities.

Ha Tinh Province has suspended driver's license examinations.

On February 18th, Mr. Nguyen Quang Son, Head of the Department of Transport Management, Vehicles and Drivers of the Ha Tinh Department of Transport, announced that the Department of Transport had issued a notice to suspend driver's license examinations starting from February 17th.

The suspension of driver's license examinations is in preparation for transferring the responsibility of conducting these examinations and issuing licenses to the police force.

To avoid a backlog of applications and protect citizens' rights, from February 18th until an official document is issued by the Central Government, the Ha Tinh Department of Transport will limit the processing of applications for driver's license renewals to only those that expired between February 18th, 2025 and March 5th, 2025.

Citizens who submitted applications for renewal or reissuance of driver's licenses at the Ha Tinh Department of Transport before February 17th but have not yet received their licenses should contact the Department's vehicle and driver management division directly for guidance on supplementing, completing, or proceeding with the next steps.

Mr. Nguyen Quang Son stated that, following the implementation of the Road Traffic Safety Law effective from January 1, 2025, the demand for driver's license renewals has increased significantly before and after the Lunar New Year. While previously the unit received 20-30 applications per day, the number of people bringing applications for renewal has increased two to three times since the Lunar New Year.
