Politically , Vietnam maintains independence, sovereignty , unity, territorial integrity and socialist orientation; maintains the leadership and ruling role of the Party, ensures the effective management role of the State, strongly promotes the mastery of the People; ensures the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation and mutual benefit. The Vietnamese socialist rule of law state of the people, by the people, for the people led by the Party continues to be perfected; there is a clear division of labor, close coordination and effective control among state agencies in the exercise of legislative, executive and judicial powers under the supervision of the People.
In terms of economy , the socialist-oriented market economy is developing strongly. The economic scale in 2023 will reach 433.7 billion USD, ranking 35th in the world, 5th in ASEAN, GDP per capita will reach 4,323 USD, 58 times higher than after three decades, the poverty rate will decrease from 58% in 1993 to 2.93% in 2023. The macro economy is basically stable, inflation is controlled, major balances of the economy are ensured, maintaining a relatively high economic growth compared to the region and the world. Labor productivity has continuously increased, the material and spiritual life of the people has been significantly improved.
In 2024, the annual growth rate will reach 7.09% (among the few countries with high growth rates in the region and the world); the macro economy will continue to be stable, inflation will be controlled below 4%, major balances will be ensured and there will be a surplus. GDP at current prices will reach 11,511.9 trillion VND, equivalent to 476.3 billion USD; GDP per capita at current prices will reach 114 million VND/person, equivalent to 4,700 USD; labor productivity of the entire economy in 2024 at current prices is estimated at 221.9 million VND/worker.
The value of Vietnam's national brand in 2024 will reach 507 billion USD, ranking 32/193, up 1 place compared to 2023. Total import-export turnover is estimated at 786.29 billion USD, up 15.4%, with a trade surplus of 24.77 billion USD, the 9th consecutive year of trade surplus. The state budget revenue for the whole year will reach 2,037.5 trillion VND, up 19.8% compared to the estimate. Investment and development have achieved positive results. Many important, large-scale traffic works have been invested and upgraded, ensuring connectivity between major economic centers, regions across the country and international trade.
Vietnam is among the 15 developing countries attracting the largest FDI in the world with 38.23 billion USD in registered capital, 25.35 billion USD in realized capital, up 9.4%, the highest in many years; foreign tourists to Vietnam are estimated at 17.6 million, up 39.5% compared to 2023. The economic structure has shifted positively: digital economy and green economy play an increasingly important role. Major sectors have grown, in which industry has recovered positively, being an important driving force, leading growth.
The fields of culture, society, education and training, science and technology, health care... have all developed remarkably, shaping the national value system, cultural value system, family value system and Vietnamese human standards. Up to now, nearly 99% of Vietnamese adults can read and write, the number of university and college students has increased nearly 20 times, universal secondary education has been implemented since 2014... The country's scientific and technological potential has been enhanced. Social security and social welfare policies; ethnic policies, religious policies, policies for people with meritorious services, policies for overseas Vietnamese... have been implemented synchronously, achieving positive results. People's health has been cared for; medical examination and treatment have accessed many advanced techniques in the world.
In 2024, social security will be focused on ensuring; people's lives will be improved. The poverty rate will decrease to 1.93%. According to the United Nations rankings, Vietnam's happiness index in 2024 will increase by 11 places, ranking 54/143. The quality of medical examination and treatment will be gradually improved; the health insurance coverage rate will increase from 90.2% in 2020 to 94.1% in 2024. The quality of education at all levels will be improved.
The application of science and technology is enhanced; the startup and innovation ecosystem is formed and developed. The quality of human resources is improved; the labor force and employment rate increase. Ethnic, religious and belief policies are prioritized and focused on; child care and protection, youth education, promoting the role of the elderly, gender equality, women's advancement, information and communication... are enhanced. Vietnam's Sustainable Development Index (SDGs) in 2024 is ranked 54/166, up 1 place compared to 2023.
Regarding national defense, security, and protection of the Fatherland: The independence, sovereignty, unity, territorial integrity, and national interests of the Fatherland continue to be firmly protected; closely and harmoniously linking economic, cultural, and social development with strengthening national defense and security; national defense and security potential is consolidated and enhanced in many aspects. Building a people's heart posture is associated with building a solid national defense posture and people's security posture.
The People's Army and the People's Police are built to be disciplined, elite, modern, politically strong, and are the core forces to protect the Fatherland early and from afar. Forming a people's security posture, closely arranged from the Central to the grassroots level; building commune-level police, forces participating in protecting order and security, bringing the people's police close to the people to serve. Having appropriate countermeasures and solutions, promptly and effectively handling situations, avoiding passivity and surprise, maintaining a peaceful and stable environment for national construction and development.
Regarding foreign affairs, international integration has become increasingly in-depth and effective, achieving many important achievements of strategic and long-term significance, creating a new, open foreign situation, favorable for security and development, enhancing the country's position, demonstrating a pioneering role in creating and maintaining a peaceful and stable environment, mobilizing external resources for national development. Upgrading and enhancing relations with key partners and major countries; successfully undertaking many international responsibilities; proposing many initiatives and solutions at important multilateral cooperation mechanisms.
Economic diplomacy has been promoted, effectively exploiting economic cooperation opportunities. Vietnam has expanded and deepened diplomatic relations with 194 countries and territories, including 3 special relations, 9 comprehensive strategic partners, 19 strategic partners (including 9 comprehensive strategic partners) and 13 comprehensive partners, of which comprehensive strategic partnerships or strategic partnerships have been established with all 5 permanent members of the United Nations Security Council; and expanded economic and trade relations with 230 countries and territories.
Vietnam has been performing well as a friend and reliable partner in the international community; having many initiatives and proposals, proactively and actively participating effectively in the activities of ASEAN, the United Nations and many other international organizations.
