The conference aimed to assess the implementation of the National Target Program for New Rural Development during the first nine months of 2024; discuss orientations and solutions to strive for the completion of the assigned targets for 2024, ensuring progress, quality, and effectiveness.

Specifically, as of October 20, 2024, 6,320 out of 8,162 communes (77.4%) nationwide had been approved by the provincial People's Committee chairmen as meeting the standards for new rural areas; 2,182 communes (34.6%) met the standards for advanced new rural areas, and 480 communes (7.6%) met the standards for model new rural areas.
At the district level, 296 district-level units in 58 provinces and centrally-administered cities have been recognized by the Prime Minister as having completed the task/met the standards of new rural areas (accounting for 45.96% of the total number of district-level units nationwide), of which 11 districts (5%) have been recognized by the Prime Minister as having met the standards of advanced new rural areas.
At the provincial level, five provinces ( Nam Dinh , Dong Nai, Ha Nam, Hung Yen, and Hai Duong) have been recognized by the Prime Minister as having completed the task of building new rural areas. These figures demonstrate the continuous efforts of localities in improving the quality of life, infrastructure, and rural economic development.
Remaining challenges and solutions to overcome them.
Despite achieving many successes, the New Rural Development program still faces certain difficulties. Some ministries, sectors, and localities have yet to complete the issuance of guiding documents for the program's implementation. Furthermore, the disbursement of central government budget funds remains slow, particularly the disbursement rate of public investment and recurrent expenditure funds, which are at a low level. By the end of August 2024, the disbursement rate of public investment funds had only reached 45%, while recurrent expenditure funds only reached 16.2% of the total budget.
According to local registrations, by the end of 2024, it is expected that 79-79.5% of communes nationwide will be recognized as meeting the standards for New Rural Development (NRD), with 38% meeting the advanced NRD standards and 10% meeting the model NRD standards. The number of district-level units meeting or completing the NRD tasks could reach 47%, with approximately 18 districts achieving advanced NRD standards. In addition, 1-2 more provinces may complete the NRD tasks. These are significant goals, requiring strong efforts and determination from all levels of government and the people.

Speaking at the Nghe An branch, Vice Chairman of the Provincial People's Committee Nguyen Van De reported on the progress of implementing the New Rural Area (NRA) targets for 2024 in the province. By September 30, 2024, Nghe An had assessed and recognized an additional 8 advanced new rural communes and 1 model new rural commune; Nam Dan district had been assessed by the provincial council and is currently completing its dossier to submit to the central government for assessment as a district meeting the advanced NRA standards in 2024.
As of September 30, 2024, the province had 320 out of 411 communes meeting the New Rural Area standards, accounting for 77.85% (98.46% of the target set by the Central Government); 101 communes met the advanced New Rural Area standards, accounting for 31.56% (90.17% of the target set by the Central Government); 16 communes met the model New Rural Area standards, accounting for 5% (88.9% of the target set by the Central Government); 9 district-level units completed the tasks/met the New Rural Area standards; the average number of criteria met per commune in the province was 17.2; 609 products were recognized as OCOP (3 stars or higher) and 2 potential 5-star products had completed their dossiers for submission to the Central Government for evaluation and recognition...
According to Mr. Nguyen Van De, it is expected that by the end of 2024, Nghe An province will complete and exceed the targets for building new rural areas as assigned by the central government.

Also at the conference, Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Rural Development, Chief of the Coordination Office for the New Rural Development Program of Khanh Hoa province, said that to date, Khanh Hoa has 65 out of 92 communes (70.6% of the total number of communes) meeting the New Rural Development standards. Of these, 19 communes have achieved advanced New Rural Development status; there are no longer any communes with fewer than 10 criteria; the average number of criteria met per commune in the entire province is 17.5.
Currently, Khanh Hoa province has 176 OCOP products that have achieved 3 stars or higher. Khanh Hoa is urgently completing the dossier to submit to the Ministry of Agriculture and Rural Development for presentation to the Prime Minister for consideration and recognition of Dien Khanh district as a new rural area in 2023. New rural area tasks for 2024 are progressing according to schedule, focusing on completing the dossiers for consideration and recognition of communes as achieving new rural area standards, advanced new rural areas, and model new rural areas.
Meanwhile, Mr. Le Duc Giang, Vice Chairman of the People's Committee of Thanh Hoa province, shared that the province currently has 14 district-level units that have met the standards and completed the task of building new rural areas. With 116 communes meeting advanced new rural area standards and 27 communes meeting model new rural area standards, Thanh Hoa is leading in many indicators of rural development. However, Muong Lat district of this province is still one of the areas without new rural communes due to harsh natural conditions and the impact of natural disasters. Mr. Giang suggested that the Ministry of Agriculture and Rural Development consider providing support so that the locality can overcome difficulties and complete the goal of building new rural areas.
According to Tran Tuyet Minh, Vice Chairman of the People's Committee of Binh Phuoc province, Binh Phuoc is mobilizing maximum resources for building new rural areas, focusing on 2 model new rural communes and 6 district-level units that have completed their tasks/achieved new rural area standards.

The disbursement progress of central government budget funds, public investment funds, operational funds, and other funds from previous years carried over to 2024 was very low.
