On September 12, the Working Group of the An Giang Department of Home Affairs worked with the communes of Hon Dat, Binh Son, Binh Giang, Son Kien and My Thuan to remove difficulties and obstacles in implementing the 2-level local government model.

According to reports from communes, during the initial implementation period, the two-level local government organization model has brought about positive effects in administration and management, shortened the time for handling administrative procedures, strengthened people's supervision and improved service quality.

The arrangement and deployment of staff, civil servants and public employees were implemented in accordance with regulations, initially achieving positive results, contributing to improving the efficiency of the agency's operations. Policies and regimes for staff, civil servants and public employees and part-time workers were resolved.

Besides the positive results, in the process of implementing the two-level local government, the communes encountered many difficulties that needed to be resolved. After the merger, the number of tasks was large but the number of assigned staff was small, so it could not meet the requirements compared to the amount of work to be handled.

The working offices of Party agencies, mass organizations, People's Councils, People's Committees of communes, departments, offices, agencies and units in the area do not meet the conditions for operation. Many equipment serving professional work and serving the people, requisitioned from old units, are degraded and do not meet the requirements, affecting the results of performing assigned tasks. Communes do not have specialized archives, so documents are being temporarily stored, potentially at risk of damage if not promptly corrected.

Some newly decentralized areas are still confused in implementation. Training and development for communal civil servants has not kept up with the requirements of new tasks...

At the meeting, the communes proposed and recommended many contents: The province should support investment costs to upgrade and repair the office headquarters to ensure a safer and more modern working environment for officials and civil servants. At the same time, it is necessary to supplement necessary equipment to meet work requirements; arrange official houses or support accommodation for officials and civil servants working far from home to help officials stabilize their lives and feel secure at work.

The communes recommended continuing to receive specialized training in each area of ​​decentralization, delegation, and appraisal of areas for commune-level professional staff; considering the arrangement, reorganization, and supplementing the staffing for commune-level professional departments to ensure the appropriate number and expertise to perform assigned tasks...

Speaking at the meeting, Deputy Director of the Department of Home Affairs of An Giang province, Truong Long Ho, acknowledged the contributions and suggested that communes prioritize resources for public administrative service centers; exploit and reuse existing equipment and machinery; pay attention to public housing policies for officials; arrange, review and adjust job positions and civil servant staff at the commune level...
