Building an economy suitable for the new stage

One of the core issues, demonstrating the Party's strategic vision in the renovation process, is the policy of developing a socialist-oriented market economy. This is a unique model that both follows the laws of the modern market economy and ensures the goal of sustainable, equitable, and human-centered development, aiming at "a rich people, a strong country, democracy, equity, and civilization".

Innovation in thinking

After the liberation of the South and the reunification of the country, the Vietnamese economy experienced 10 years of being held back by the centralized and subsidized mechanism (1975 - 1985). The 6th Congress (1986) was considered a breakthrough in thinking when the Party initiated the renovation process, determined to develop a multi-sector commodity economy, operating according to the market mechanism, with State management. Through the congresses, theoretical awareness was developed more deeply, especially since the 9th Congress (2001), our Party officially affirmed the model of a socialist-oriented market economy as "an economy that operates fully and synchronously according to the laws of the market economy, with the management of the socialist rule-of-law State, led by the Communist Party of Vietnam , aiming at the goal of a rich people, a strong country, democracy, fairness, and civilization".

This is a unique model that both follows the laws of the modern market economy and ensures the goal of sustainable, equitable, and human-centered development, aiming at "a rich people, a strong country, democracy, equity, and civilization".

The Party's political platform (supplemented and developed in 2011) and the XIII Congress Documents continue to perfect this theory, considering it an inevitable path to national development. The socialist-oriented market economy in Vietnam has three basic characteristics: Many forms of ownership, many economic sectors developing equally, cooperating and competing according to the law; the State plays the role of orientation, macro-regulation, ensuring economic stability and socialist orientation; economic development goes hand in hand with progress, social justice and comprehensive human development. It is a smooth combination of the market - the driving force of development and socialist orientation - a humane goal, ensuring the interests of the majority of the people.

Practice is a vivid proof of the correctness of this theory. In the period 2015 - 2025, Vietnam's economy maintained a fairly good growth rate, averaging over 6%/year; GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to over 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita in 2025 is expected to reach over 5,000 USD, entering the group of upper middle-income countries.

The private economic sector is increasingly asserting its role as the most important driving force of the economy; the state economy continues to play a leading role; the collective economy is being innovated; the foreign-invested economy is developing strongly, becoming an important part of the national economy. In particular, the process of digital transformation, development of knowledge economy, green economy, and circular economy is opening up new development space, bringing the country closer to the goal of industrialization and modernization.

Seize the opportunity

In An Giang, the policy of building a socialist-oriented market economy has been vividly concretized in development practice. Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Tien Hai emphasized: "Entering a new era of development, the province is facing great opportunities, determined to build An Giang into a new growth pole of the Mekong Delta, actively contributing to the rapid and sustainable development of the country".

In the period of 2021 - 2025, the province's socio-economic situation has clearly recovered after the COVID-19 pandemic, with an average GRDP growth rate of 5.68%, the economic structure has shifted in the right direction; high-tech agriculture, processing industry, trade, services, tourism, marine economy and border economy have all grown positively. The merger of An Giang and Kien Giang provinces into the new An Giang province is considered a strategic opportunity to build a streamlined, modern and effective governance model; promote the comprehensive potential of the sea, border and delta; exploit the marine economy, border economy, logistics, tourism and processing industry.

With the motto "One An Giang - One vision - One will - One belief in victory", the province is vividly concretizing the Party's theory on socialist-oriented market economy in local conditions, ensuring "fast, effective and sustainable development", associated with progress and social equity, leaving no one behind. Accordingly, the province continues to perfect institutions and policies for multi-sector economic development, especially promoting the private economy and new-style cooperatives; building an open and transparent investment and business environment; effectively exploiting the potential for regional connectivity, maritime and border economy. At the same time, developing green economy, circular economy and digital economy; promoting comprehensive digital transformation in production, public services and social life; improving competitiveness and labor productivity. The province closely combines economic development with building culture, people, social security, consolidating national defense and security, firmly protecting borders, seas and islands.

Building a socialist-oriented market economy is a long-term, creative and steadfast process. The dynamic development of An Giang today is a vivid demonstration of the vitality of that path - the path that brings the country and homeland firmly into a new era of modern, humane and sustainable development.

Implementing the orientation of building a socialist-oriented market economy, Vietnam strives to become a developing country with modern industry, high average income, with GDP size among the top 30 economies in the world, 3rd in ASEAN; average growth rate in the period 2025 - 2030 reaching 10%/year or more, GDP per capita by 2030 reaching about 8,500 USD.
