Removing obstacles for projects using budget capital with commune level as investor

On April 3, the Standing Committee of Hai Duong Provincial People's Council held a workshop on "Removing obstacles in implementing projects using state budget capital with the People's Committee at the commune level as the investor".

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, said that removing obstacles to projects can be considered a very important channel for competent authorities to evaluate and arrange staff in the coming time.

On April 3, the Standing Committee of Hai Duong Provincial People's Council held a workshop on "Removing obstacles in implementing projects using state budget capital with the People's Committee at the commune level as the investor".

Comrades: Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Thi Ngoc Bich, Member of the Provincial Party Committee Standing Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Khac Toan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the workshop.

Attending the workshop were Vice Chairman of the Provincial People's Committee Tran Van Quan and leaders of a number of departments, branches, sectors and localities in the province.

After listening to the opinions of the delegates and concluding the workshop, Mr. Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, assessed that in order to promptly resolve difficulties and problems in implementing projects using state budget capital with the People's Committees at the commune level as investors, the immediate thing to do is to clearly classify the problems; the objective and subjective causes of the problems.

The Standing Committee of the Provincial People's Council proposed to focus on implementing solutions to remove obstacles to speed up the payment and settlement progress; prioritize capital allocation for unfinished projects. The Department of Finance needs to closely coordinate and guide localities to complete processes, procedures and documents according to the provisions of law.

The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct the district level to review the responsibilities for the problems caused by subjective reasons for the projects. The District People's Committee is responsible for directing and reporting the results of solving the problems to the Provincial People's Committee. The Commune People's Committee must focus on urgently completing the remaining work.

The results of implementation and resolution of difficulties and obstacles for projects using state budget capital invested by the People's Committee at the commune level are an important basis for competent authorities to evaluate and arrange staff in the coming time.

At the workshop, some opinions said that the district level needs to take more drastic action, from organizing experience sharing, reviewing, proposing, and allocating capital for projects. Pointing out the causes of shortcomings (if any), organizing reviews in accordance with the law. It is necessary to quickly focus on organizing land auctions to collect budgets and support payments for localities...
