On the morning of October 6th, the opening ceremony of the "Second Overseas Vietnamese Economic Forum - Connecting Vietnamese Localities and Businesses with Kyushu: Substantive - Effective - Sustainable" took place at the Fukuoka International Exhibition Center, Japan.
The program, organized by the Consulate General of Vietnam in Fukuoka in collaboration with the Kyushu Economic Federation, commemorates the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan (1973-2023). Its aim is to promote cooperation between Vietnamese localities, businesses, Vietnamese entrepreneurs worldwide, and Kyushu in areas where both sides have complementary potential and strengths.

The program was attended by the Vice Minister of Foreign Affairs and Chairwoman of the State Committee for Overseas Vietnamese Affairs, Le Thi Thu Hang; the Vietnamese Ambassador to Japan, Pham Quang Hieu; the Vietnamese Consul General in Fukuoka, Vu Chi Mai; the Governor of Fukuoka Prefecture, Hattori Seitaro; the Chairman of the Fukuoka Prefectural Council, Kohara Katsuji; leaders of the Kyushu Economic Federation; and many officials from prefectures in the Kyushu region.
The event was also attended by nearly 400 delegates, including leaders and representatives from Vietnamese localities such as Bac Giang, Ca Mau, Dien Bien, Hai Duong, Lang Son, Thai Nguyen, Ho Chi Minh City and Vinh Long, Vietnamese and Kyushu businesses, and overseas Vietnamese businesses from 20 countries and territories around the world.

Speaking at the opening ceremony, Deputy Minister Le Thi Thu Hang highly appreciated the initiative of the Vietnamese Consulate General in Fukuoka to organize the Forum. This is a practical and meaningful event to commemorate the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, a relationship that has gone through centuries of people-to-people exchanges and half a century of cooperation, and is developing strongly and comprehensively in all fields.
Deputy Minister Le Thi Thu Hang emphasized that, in the context of Vietnam facing the fundamental challenge of transforming its development model towards a more sustainable and balanced direction, promoting comprehensive cooperation between Vietnam and Japan in general, and with Kyushu in particular, is not only about exchanging goods, attracting investment, transferring technology, or cultural exchange, but also about absorbing Kyushu's philosophy of harmonious development and applying it creatively to Vietnamese localities in many fields through all these forms of cooperation.

The Deputy Minister expressed his hope that Vietnam and Japan in general, and Vietnam-Kyushu in particular, would become a model of partnership for development based on the effective implementation of frameworks and projects for cooperation in investment and trade, high-tech agriculture, labor, human resource training, climate change response, green growth, new generation ODA, strategic infrastructure, food security, and energy transition.
On the other hand, the Deputy Minister also believes that, with many complementary advantages, Vietnam has been, is, and will be part of the solution to the problem of finding growth drivers for the economies of Japan and Kyushu.
In particular, the Vietnamese diaspora, with nearly 6 million overseas Vietnamese living, working, and studying in over 130 countries and territories, including many successful entrepreneurs and intellectuals, is a crucial resource for Vietnam's development and also a valuable potential partner for Japanese and global businesses.

Speaking at the Forum, Mr. Hattori Seitaro, Governor of Fukuoka Prefecture, stated that the Forum is a positive contribution to the exchange, connection, and development of Fukuoka after the Covid-19 pandemic. Mr. Seitaro said that Fukuoka businesses are very interested in the Vietnamese market. According to a survey conducted by the prefecture's investment promotion agency, Vietnam ranks second among the foreign markets that Fukuoka businesses are interested in and seeking investment opportunities in.
Governor Hattori Seitaro hopes that the Forum will be an opportunity for businesses from Vietnam and Kyoto to connect and seek cooperation opportunities, thereby increasing Vietnamese investment in Kyushu and vice versa.

Ms. Vu Chi Mai, Consul General of Vietnam in Fukuoka, emphasized that the theme of the Forum, "Connecting Vietnamese Localities and Businesses - Fukuoka: Substantive - Effective - Sustainable," also reflects the desire of the Vietnamese Consulate General in Fukuoka and the Fukuoka provincial government to be a sustainable bridge for localities and businesses of the two countries, including the Vietnamese business community in Japan, to strengthen connections and promote trade in a substantive and effective manner.

Earlier, Deputy Minister Le Thi Thu Hang, along with leaders from Vietnamese localities, met with the Governor of Fukuoka province and, together with delegates attending the Forum, visited the exhibition booths showcasing products from Vietnamese localities and businesses in Kyushu.
Later that afternoon, the Forum continued with a plenary session and thematic sessions.
