Deputy Minister Nguyen Viet Hung: Making the greatest effort to complete the Quang Ngai Expressway

On the afternoon of March 10, Deputy Minister of Construction Nguyen Viet Hung inspected the construction organization of the Quang Ngai - Hoai Nhon expressway and directed to speed up the progress.

Don't let small problems affect project progress

At the intersection with the Da Nang - Quang Ngai Expressway, reporting to the Deputy Minister, Mr. Le Thang, Director of Project Management Board 2, said that in the past 6 months, heavy rain has greatly affected the work of filling the roadbed.

Materials, equipment, personnel, and finances were fully arranged, but the contractor was helpless because of the incessant rain.

Mr. Le Thang, Director of Project Management Board 2 reported to Deputy Minister Nguyen Viet Hung on the project progress.

"If the weather was like other years, the roadbed would have been completed by now. Contractors are working hard, and when the sun comes up, they will focus on filling the soil to ensure the grade is right," said Mr. Thang.

After inspecting the actual situation along the route, especially the construction process of the 3 tunnel system through the mountain, Deputy Minister Nguyen Viet Hung highly appreciated the efforts of the investor and contractor.

The Deputy Minister requested that investors, contractors and related entities take drastic action, thoroughly resolve problems, speed up construction progress and complete the project as directed by the Prime Minister .

Roadbed construction work was carried out by contractors as soon as the weather cleared up.

"There is not much time left to complete the project. The parties involved must make more efforts. The construction site must always be lit. Construction output must increase every day," said the Deputy Minister, emphasizing: Items requiring overtime must be carefully calculated and have reasonable construction organization measures to meet general requirements on progress.

For existing problems and difficulties related to site clearance, material mines, cracked houses due to the compaction process... investors and contractors must have effective solutions.

Regarding material mines, it is necessary to proactively work with the locality. Groups of mines that propose to add new mines or increase capacity must have specific addresses during the petition process.

Regarding cracked houses, units need to proactively coordinate with localities to record specific cases and clarify handling directions so that people can trust and support and not hinder construction work.

Deputy Minister Nguyen Viet Hung requested relevant entities to speed up construction and project progress.

"We must be flexible and develop solutions to work with the government to thoroughly resolve the problems, not letting the lingering problems affect the overall progress of the project. The project's progress is very urgent, we must be more urgent to complete the project," the Deputy Minister directed.

According to Deputy Minister Nguyen Viet Hung, the expressway project will develop in whichever province it passes through. Therefore, the localities will support it. The advantage for the project is that the Government closely monitors, directs and proactively resolves mechanism problems for investors and contractors. Therefore, the construction work must be faster.

Regarding the weather issue, the Deputy Minister emphasized: The weather in the Central region will be rainy until October, so the construction schedule for the roadbed and asphalt concrete must be completed early before the rainy season comes. The remaining months of the year are for finishing work and cannot be calculated until December 31, 2025.

Nearly 4,000 workers and engineers work day and night

Previously, reporting to the Deputy Minister, General Director of Deo Ca Ngo Truong Nam Group Joint Stock Company said that the project is 88km long, passing through the two provinces of Quang Ngai and Binh Dinh, with an investment capital of about 20,400 billion VND. The route has 3 tunnels through the mountain. Of which, tunnel number 3 is 3,200m long, the 3rd longest road tunnel in the country.

General Director of Deo Ca Ngo Group Joint Stock Company Truong Nam reported to the Deputy Minister about the organization of the construction of the mountain tunnel.

At the construction site, the contractor deployed 50 construction teams, arranged 1,500 machines and equipment, and 3,850 construction workers working 24/7.

Up to now, the earthwork of the main road is about 9.2/10.9 million m3, reaching over 95%. Completed drainage works, underpass for people; construction of crushed stone aggregate 17km; mass construction of R25 asphalt concrete 4.5km, trial construction of C19 asphalt concrete.

Production and assembly of traffic safety components at the construction site reached about 60%. Completed drainage works and underpasses on the route.

Regarding the bridge category, all 77 bridges have completed piers and piers, 56 bridges are installing girders and constructing bridge decks. Of which, Song Ve bridge, which is over 600m long, the largest on the route, has been basically completed.

Song Ve Bridge is 610m long, the longest on the route and has been basically completed.

As for the 3rd section of the mountain tunnel, up to now, tunnels No. 1 and No. 2 have completed the construction, and are implementing the electrical and fire protection sections. For tunnel No. 3, which is 3,200m long, 5,300/6,400m of tunnel has been dug and reinforced for both tubes and 2,035m of tunnel lining concrete has been laid.

Total project output to date has reached 7,600/13,343 billion VND of construction and installation capital, equivalent to about 57%. Disbursement value is 9,100 billion VND, reaching more than 68%.

Although the project progress has basically achieved the set target, General Director of Deo Ca Group Joint Stock Company Ngo Truong Nam said that in addition to difficulties due to the weather, the project also encountered difficulties due to the prolonged work of site clearance for the main route and licensing of material mines, which will only be basically completed by the end of June 2024.

This makes it difficult to expand the previously constructed site, affecting the overall progress.

The contractor is speeding up tunnel excavation work to complete the project in 2025.

For material sources, especially land mines, the actual exploited reserves are less than the design documents.

The project management board will work with the People's Committee of Quang Ngai province to propose early licensing for additional quarries to be put into operation soon.

The Deputy Minister requested that investors and contractors flexibly organize construction to complete the project in 2025.

"To ensure the project's progress, we will proactively review and report to the investor to cut and transfer the volume of subcontractors that do not meet the capacity. We will add personnel and machinery to perform these items to increase construction output, thereby contributing to completing the project in 2025 as directed by the Prime Minister during the inspection trip on February 9," said Mr. Nam.
