Deputy Minister of Health Tran Van Thuan welcomed the delegation, including Dr. Georges-Fabrice Blum, medical export coordinator of the French Ministry of Europe and Foreign Affairs , working at the Ministry of Health. The Deputy Minister affirmed that the Vietnamese Government and the Ministry of Health have always given strategic priority to coordination and cooperation in the medical field with France in recent times.

On behalf of the delegation, Dr. Georges-Fabrice Blum thanked Deputy Minister Tran Van Thuan and leaders of the Departments and Offices under the Ministry of Health for their thoughtful welcome.

At the same time, an overview of the French medical export network was introduced; some contents were proposed: Discussion on cooperation between the two sides in the medical field; Cooperation orientation of the two sides in the coming time; The possibility of cooperation between hospitals, focusing on modernizing infrastructure and medical organization models; Public-private partnership opportunities in Vietnam in the pharmaceutical field; Solutions in the field of digital health and strengthening cooperation in the fields of training, science and technology.

At the meeting, leaders of the Departments and Bureaus of the Ministry of Health exchanged information to clarify the contents that Dr. Georges - Fabrice Blum and the working group wanted to learn.

In Vietnam, there are currently 114 factories invested by French enterprises, registered to circulate 260 types of drugs and the Ministry of Health is always actively looking for mechanisms and solutions to shorten the time and procedures for importing medical equipment and materials from France.

The Ministry of Health has many solutions to cope with the reality of population aging and non-communicable diseases; planning a system of medical examination and treatment facilities suitable for development; strengthening towards professional strengths associated with digital transformation of health, integrating with the national database system; applying artificial intelligence in early warning of disease models, training and medical examination and treatment;

The Ministry of Health is finalizing the Draft Agreement on Intergovernmental Cooperation in the Health Sector with France in the new phase to continue the spirit of the Agreement signed in 1993.

Representatives of the Departments and Bureaus' leaders participated in the working session with the delegation of the French Ministry of Europe and Foreign Affairs.

Concluding the working session, Deputy Minister of Health Tran Van Thuan emphasized: The Vietnam - France cooperation relationship has been continuously strengthened and developed in recent times, in which medical cooperation has increasingly affirmed its important role and become a bright spot in the relationship between the two countries, covering many areas, in addition to training and scientific research, including the prevention of infectious diseases, research and prevention of HIV/AIDS, public health and many close and effective cooperation projects between hospitals and universities of the two sides.

Deputy Minister Tran Van Thuan informed: Vietnam is entering a new development phase of the health sector. Recently, the Politburo has issued a number of important and breakthrough Resolutions such as: Resolution 57-NQ/TW on science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; and Resolution 72-NQ/TW on continuing to innovate, develop and improve the effectiveness of health care, care and protection of people's health.

The Resolutions have clearly identified a number of major orientations for the entire industry and at the same time have many suitable contents to promote cooperation with France in the coming time.

Deputy Minister of Health Tran Van Thuan affirmed to continue to concretize the cooperation between the two sides through issues such as: Building a fair, quality, effective and sustainable health system, covering health care for all people, with people as the central subject and given the highest priority; Promoting digital transformation of health, smart health, application of science, technology, and innovation;

Strengthen scientific research, closely linking training, research and clinical practice;

Expand international cooperation and international integration, considering this an important driving force to improve system capacity and access advanced medical achievements in the world.

In particular, urgently complete the Draft Intergovernmental Cooperation Agreement in the expanded health sector for the two sides to promote signing at the One Health Conference held in Lyon, France in April 2026, to expand the scope in the medical and pharmaceutical sector to match the comprehensive cooperation orientation between the two countries.
