Reduce 5 ministries, 3 government agencies and corresponding specialized agencies under the provincial People's Committees in localities, thereby reducing 70-90% of internal focal points, with the general department alone reducing 100%.

Provincial-level administrative units are reduced from 63 provinces and cities to 34 provinces and cities; district-level administrative units are not organized; commune-level administrative units are reduced by about 70%, leaving the country with 3,321 commune-level administrative units.
According to the Minister, the reorganization of the political system and the construction of a two-level local government model is a major turning point in the 80-year history of Vietnam.
With very careful, methodical and comprehensive preparation in terms of thinking, vision and development philosophy in terms of organization, force and synchronization to clear bottlenecks, innovate, promote economic - cultural - social development, ensure security and defense, strengthen foreign relations, enhance Vietnam's prestige and image in the international arena.

On behalf of the diplomatic corps, Moroccan Ambassador to Vietnam Jamale Chouaibi highly appreciated the arrangement of the apparatus and organization of the two-level local government in Vietnam.
Vietnam will continue to develop, increasingly rising to high positions in the rankings of sustainable development goals, economic freedom, global innovation, etc., especially improving people's lives and enhancing Vietnam's position and role in the international arena.
The Ambassador also said that Vietnam's reforms and development also help businesses of other countries and international organizations develop. Countries and international organizations always stand side by side and support Vietnam to achieve its goals and aspirations of becoming a developed, high-income country by 2045.
Speaking at the meeting, Prime Minister Pham Minh Chinh mentioned Vietnam's goals of becoming a developing country with modern industry and high middle income by 2030 and becoming a developed country with high income by 2045.

To realize the above vision, Vietnam must renew its thinking, take drastic actions, and develop the country based on three main pillars: Socialist democracy, socialist rule of law, and socialist-oriented market economy. Throughout that process, the people must be the center, subject, driving force, and resource of development.
According to the Prime Minister, to realize the vision and strategic goal of maintaining independence, freedom and ensuring prosperity and happiness for the people, especially in the current context, Vietnam must innovate and become more revolutionary.
Since the beginning of the year, Vietnam has carried out many important tasks, including implementing a revolution in organizational structure, transforming the state from a passive administration that solves people's problems to an active administration that creates and serves the people.
In addition, deploy the "four pillars" of science, technology, innovation, digital transformation; international integration; breakthroughs in institutional improvement and law enforcement; private economic development. In the near future, Vietnam will have a number of new policies on education, health care, and culture.
This year, Vietnam sets a growth target of 8.3-8.5% to create momentum, strength, and position for the next development stage.

The Prime Minister affirmed that in order to achieve the above goals, in addition to Vietnam's efforts, cooperation and support from international friends are indispensable, and ambassadors, chargé d'affaires, and representatives of countries and international organizations in Vietnam are the "red threads" between Vietnam and countries and international organizations.
The Prime Minister shared that Vietnam respectfully thanks and welcomes the contributions and support of international friends with all its respect, with "fire in the heart", for the development of each side and for the goal of peace, stability, cooperation and development in the region and the world.
