The Prime Minister oriented to build Vinh city as the economic and cultural center of the North Central sub-region.

Prime Minister Pham Minh Chinh has just signed and issued Decision 376/QD-TTg, dated May 4, 2024, approving the Planning of the North Central and Central Coastal Regions for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.

The scope of the Regional Planning boundary includes the entire administrative boundary and coastal waters of Da Nang city and 13 provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan .

According to the Planning, the North Central and Central Coast regions in the period of 2021 - 2030, with a vision to 2050, are divided into 3 sub-regions: The North Central sub-region includes 5 provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh and Quang Tri. The Central Central sub-region includes 5 provinces and cities: Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai and Binh Dinh. The South Central sub-region includes 4 provinces: Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan.

In which, the North Central sub-region is oriented to develop into an important growth area in industry, services, and coastal urban areas of the region and the whole country, in which Vinh city is the economic and cultural center of the sub-region; Thanh Hoa is a new growth pole together with Hanoi, Hai Phong and Quang Ninh to form a development quadrangle in the North.

The planning identifies that in the North Central sub-region, it will promote the development of petrochemical industry, electricity industry, renewable energy; mechanical industry, automobile industry, construction materials production, leather and footwear, textiles, sugar production; agricultural, forestry, aquatic, food and beverage processing industry. Effectively exploit the strengths of mineral resources. Develop the coastal area of Thanh Hoa - Nghe An - Ha Tinh to become the industrial development center of the region and the whole country.

At the same time, develop industrial crops and food crops according to the model of large-scale concentrated production associated with the processing industry; raise livestock according to the model of farms and family farms. Encourage offshore fishing and aquaculture. Develop forestry associated with increasing the economic value of production forests and protecting upstream forests, protective forests and special-use forests; build Quang Tri into a center for supplying raw materials and processing large-scale planted forest wood in the region.

Promote the development of seaport, aviation, banking, finance, post and telecommunications, healthcare, education and training services. Build Nghe An into a center of trade and services; a center of science and technology and training in the North Central sub-region. Promote the development of marine tourism, discovery and adventure tourism, and eco-tourism in national parks, nature reserves and visits to natural and cultural heritages.
