Prime Minister Pham Minh Chinh welcomed President Luiz Inácio Lula da Silva and the high-level Brazilian delegation to Vietnam; recalling his deep impression of Brazil and its people, and his meetings with President Luiz Inácio Lula da Silva, most recently during his official visit to Brazil in September 2023 and the bilateral talks in November 2024 in Rio de Janeiro, where the two sides issued a Declaration upgrading bilateral relations to a Strategic Partnership.

President Luiz Inácio Lula da Silva expressed his pleasure at meeting Prime Minister Pham Minh Chinh again during his second visit to Vietnam after 17 years, and at witnessing firsthand Vietnam's achievements after nearly 40 years of Doi Moi (Renovation). He highly appreciated and congratulated the Vietnamese Government on its recent socio-economic management results. The President reaffirmed that Brazil always values ​​its strategic partnership with Vietnam, and considers Vietnam a gateway to strengthening relations with the promising Asia-Pacific region.

The two leaders agreed to further enhance and concretize the framework of the Strategic Partnership, bringing cooperation in all fields to a new level, meeting the potential and development needs of both countries. In that spirit, Prime Minister Pham Minh Chinh and President Luiz Inácio Lula da Silva particularly welcomed the recent signing of the Action Plan for implementing the Vietnam-Brazil Strategic Partnership; affirming their commitment to continue close coordination to implement the agreed directions and measures to concretize the new framework for the 2025-2030 period in an effective and substantive manner.

President Luiz Inácio Lula da Silva and Prime Minister Pham Minh Chinh also expressed satisfaction with the impressive development of bilateral trade, with turnover reaching approximately US$8 billion in 2024, and reaffirmed their determination to increase bilateral trade to US$15 billion by 2030.

Both sides agreed to enhance the sharing of best practices in national governance and the implementation of socio-economic policies; strengthen cooperation in science and technology, especially in fundamental industries such as manufacturing, supporting industries, agricultural processing, new materials, chemicals, and renewable energy, contributing to supporting the green and sustainable growth goals of both countries.

Prime Minister Pham Minh Chinh thanked President Luiz Inácio Lula da Silva and the Brazilian Government for their decision to recognize Vietnam's market economy status, facilitating fair and mutually beneficial access for businesses of both countries to each other's markets.

The Prime Minister announced that Vietnam is ready to take steps to open its market to Brazilian beef as part of a comprehensive agricultural market opening package to be agreed upon between the two countries, which includes Vietnamese pangasius and shrimp products.

The Prime Minister welcomed major Brazilian businesses considering investing in Vietnam, including JBS SA Group in the food processing sector. The Prime Minister affirmed that he would direct Vietnamese ministries and agencies to create favorable conditions for the trade and investment activities of Brazilian businesses in Vietnam, especially in the aviation and mining sectors.

President Luiz Inácio Lula da Silva agreed to instruct Brazilian authorities to positively consider Vietnam's proposal to promptly initiate negotiations on a framework trade agreement between Vietnam and the Southern Common Market (MERCOSUR) to facilitate access to each other's markets and supply chain connections for businesses from both sides, bringing tangible results for businesses and people of both countries.

The two leaders also agreed to encourage delegations at the ministerial, local, and business levels in Brazil to continue exchanges during and immediately following the Brazilian President's visit to concretize high-level bilateral agreements; agreed to regularly, effectively, and flexibly implement the Joint Committee on Economic-Trade and Political Consultations mechanism; and establish appropriate mechanisms to regularly review and coordinate the implementation of the new relationship framework.

Both sides also highly appreciated the potential for cooperation between the two footballing nations, agreeing to encourage cooperation and youth football training at both club and national team levels, contributing to strengthening the friendship between the people of the two countries.

During the meeting, Prime Minister Pham Minh Chinh and President Luiz Inácio Lula da Silva shared views on a number of international issues, agreed to support efforts to enhance the effectiveness, democracy, and transparency of global governance mechanisms, and pledged to continue close coordination and mutual support in international organizations and multilateral forums.

On this occasion, the President of Brazil cordially invites Vietnam to send a high-level delegation to attend the BRICS Summit and the United Nations Climate Change Conference (COP30) in Brazil in 2025.
