The Prime Minister requested to completely resolve the backlog of projects and prevent loss and waste.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 112/CD-TTg dated November 6, 2024 requesting ministries, branches and localities to focus on resolving backlog projects, stopping construction, urgently implementing, completing and putting them into use to prevent waste and loss.
According to the Official Dispatch, recently, the Government and the Prime Minister have directed many ministries, agencies and localities to resolutely implement solutions to completely handle backlog projects and stop construction.
Therefore, many works and projects have been promptly resolved, revived and put into good operation such as: Cat Linh Ha Dong railway project, Thai Binh 2 Thermal Power Plant project, Ha Bac Fertilizer Plant renovation and expansion project, Song Hau 1 Thermal Power Plant, Lot B Gas Field exploitation project and O Mon Thermal Power Center, removing some obstacles of Nghi Son Oil Refinery, Long Thanh International Airport, ... many works have been deployed at lightning speed, shortening construction time such as the 500 kV line 3 circuit from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). Thereby, it has improved the efficiency of use, not wasting state and social resources, contributing to promoting socio-economic development, creating trust for the people.

However, many construction projects and initiatives still face obstacles that have not been promptly addressed by relevant authorities and agencies, resulting in prolonged delays and construction stoppages. Examples include the second phase of Bach Mai Hospital and Viet Duc Hospital, the flood control project in Ho Chi Minh City, and the Vicem Operations and Trading Center, leading to wasted resources and public dissatisfaction.
To focus on thoroughly resolving existing problems, promptly completing and putting into use backlogged projects, works with prolonged construction suspension, headquarters, offices, etc., the Prime Minister requests:
Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities shall organize the thorough and effective implementation of General Secretary To Lam's directives on combating waste; effectively implement Government resolutions and Prime Minister's directives on the efficient use of resources, expediting the implementation of projects, and preventing losses and waste, especially in stalled or suspended projects, headquarters of ministries and agencies, state-owned commercial banks, production and business investment projects at state-owned corporations and enterprises, hospitals, student dormitories, etc.
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities direct the immediate implementation of:
Review and compile statistics on all projects, backlog works, construction stops, headquarters, and offices that are not in use or are being used ineffectively within the scope and area of management.
Urgently develop a plan to handle backlogged projects and works, construction stops, and slow-progressing construction; effectively use headquarters and office buildings, and report to the Prime Minister before November 30, 2024:
Clearly define the responsibilities of work content, progress, completion time, and implementing agency or unit to serve as a basis for urging, checking, monitoring, and evaluating.
For work contents under authority, proactively have solutions to immediately and thoroughly handle problems and problems, at the same time arrange and mobilize resources to quickly deploy projects and works that are backlogged, have been suspended for a long time, are behind schedule, and put into operation and use to promote the effectiveness of project objectives. Arrange for the effective use of office buildings and headquarters in the area, especially for office buildings and headquarters after the implementation of administrative unit arrangement.
For matters beyond authority, promptly review, clearly report the content and regulations of problems, propose solutions, the responsible agency to resolve and the competent authority to decide, report to the Prime Minister for consideration and direction of timely handling before November 30, 2024.
Individuals and organizations will be held accountable for prolonged delays in projects and construction; officials and civil servants with weak capabilities, who are hesitant to act, evasive, shirk responsibility, work half-heartedly, are afraid of accountability, cause delays, and fail to meet assigned tasks in resolving issues related to project delays, prolonged construction, and wasted resources will be resolutely replaced or transferred to other positions.
The Government Office monitors and urges ministries, agencies and localities to urgently implement this Official Dispatch.
