On the morning of December 9, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches, central agencies, and online meetings with localities on the implementation of the "Quang Trung Campaign" to rapidly rebuild and repair houses for households whose houses collapsed, washed away, or were severely damaged by recent storms and floods.
Mobilizing all resources to repair and build houses
According to reports, recent storms, extreme rains and floods, exceeding historical levels, have caused very serious consequences in many localities across the country, especially in the Central provinces. Among them, 1,635 houses collapsed and 39,461 houses were severely damaged.
Faced with that situation, the leaders of the Party, State, Government and Prime Minister have resolutely directed timely remedies to ensure the fastest restoration of people's lives.
As of December 8, in the provinces and cities of the Central region, construction of 971/1,635 houses had begun, of which 479 were completed, and 664 had not yet begun. The provinces and cities had repaired 34,627 houses; 3,943 houses were being repaired; and 891 houses had not yet begun repair.
The construction and repair of houses for people whose houses have collapsed or been damaged has received support from many sources, including central and local budgets and support from domestic and foreign organizations and individuals.
Especially promoting the role of the residential community with the spirit of "whoever has something to help, whoever has merit contributes, whoever has property contributes, whoever has a lot helps a lot, whoever has little contributes a little, whoever is convenient to help wherever they are" as called for by the Prime Minister.
After the ministries, branches, provinces and cities reported on the implementation of the "Quang Trung Campaign" as well as the repair of damaged schools and medical stations; concluding the meeting, on behalf of General Secretary To Lam, Party and State leaders, Prime Minister Pham Minh Chinh commended localities for actively overcoming the consequences of storms and floods, especially focusing on stabilizing people's lives, production, and restoring houses.

The Prime Minister praised and thanked the provinces of Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai, Lam Dong, the military and police forces, the Ministry of Agriculture and Environment, the Ministry of Construction, the Vietnam Fatherland Front, and the youth union for actively participating in the "Quang Trung Campaign" and many houses have been built and repaired.
At the same time, he also severely criticized Quang Tri province for 12 households whose houses were severely damaged by the storm, but until now, repairs have not been carried out, people still have to stay temporarily, and requested Quang Tri province to report on this matter before 5:00 p.m. on December 9.
Accelerate the campaign to complete before January 31, 2026
The Prime Minister emphasized that the "Quang Trung Campaign" was a campaign without gunfire, but it must be victorious and a resounding victory to bring joy and happiness to the people, especially those who no longer have homes or whose houses were damaged after the recent historic storm and flood.
Therefore, we need to be quick, even quicker; to do it with all responsibility to the people and with all the love from the heart, with the goal of completing the construction of new houses for households that lost their homes before January 31, 2026, and completing the repair of damaged houses before December 31.

Prime Minister Pham Minh Chinh pointed out that in addition to state resources, it is necessary to mobilize resources from the whole society to participate in supporting the construction and repair of new houses for people, with the spirit of "whoever has something helps; whoever has property helps property; whoever has merit helps merit; whoever has little helps little, whoever has a lot helps a lot; wherever is convenient, help there".
If there are any problems or difficulties, report them immediately to the Government and the Prime Minister for consideration and resolution because "for people who are losing their homes, no matter how little, we must do something," the Prime Minister requested.
Accordingly, provincial secretaries and chairmen must spend time assigning leaders to monitor the area, direct and urge implementation. Relevant ministries and branches provide guidance on land issues, support house design, balance and arrange financial resources. Corporations and enterprises focus on restoring electricity, water, telecommunications, and supporting localities in implementation.
The Prime Minister also requested the Vietnam Fatherland Front, socio-political organizations, especially the Ho Chi Minh Communist Youth Union, to launch a movement to support people in building and repairing houses.
News agencies and newspapers actively report daily to promote, praise, encourage and popularize good models in implementing the "Quang Trung Campaign".
