Following the successful conclusion of his official visit to Turkey, on the evening of November 30th (local time), Prime Minister Pham Minh Chinh, along with his wife Le Thi Bich Tran and the Vietnamese delegation, arrived at Al Maktoum International Airport in Dubai to begin a working trip to attend the World Climate Action Summit within the framework of the 28th Conference of Parties to the United Nations Framework Convention on Climate Change (COP28), combined with bilateral activities in the United Arab Emirates (UAE) from November 30th to December 3rd, at the invitation of the UAE Government.
At the airport to welcome Prime Minister Pham Minh Chinh, his wife, and the Vietnamese delegation were representatives of the COP28 Organizing Committee; representatives of the UAE Ministry of Foreign Affairs; the Liaison Officer of the UAE Prime Minister; the Vietnamese Ambassador to the UAE, Nguyen Manh Tuan; staff of the Vietnamese Embassy; and members of the Vietnamese community in the UAE.
In an interview with TG&VN before the Prime Minister's official trip, Vietnamese Ambassador to the UAE Nguyen Manh Tuan said: "The participation of high-ranking Vietnamese leaders in COP28 is of great significance, conveying many important messages from our Party and State to international friends."
First, we reaffirm the Party's foreign policy stance, especially regarding climate change. Vietnam is an active and responsible member of the international community. Vietnam is ready to cooperate with UN members in responding to global challenges, including combating climate change;
Secondly, we affirm Vietnam's strong support for the UAE, the host country of COP28, a promising new partner in this field."
"At COP28 this year, Vietnam will have an exhibition booth to showcase its efforts in responding to climate change. The conference will also include: the launch of Vietnam's Just Energy Transition Plan (JETP), and activities introducing Vietnam's efforts in mitigation, adaptation, and green growth over the past period."
"Vietnam hopes that at COP28, countries will announce plans to implement their NDCs at a higher level, thereby contributing to the global effort to reduce greenhouse gas emissions and enhance adaptation and resilience to climate change," Ambassador Nguyen Manh Tuan said.

With the UAE, after 30 years of diplomatic relations (1993-2023), bilateral cooperation is developing well; both sides wish to strengthen cooperation in all fields. Recently, the two sides have frequently exchanged delegations at all levels; and consistently supported each other in international forums and organizations.
The UAE is Vietnam's leading trade and investment partner in the Middle East region, with trade turnover consistently reaching approximately US$5 billion in recent years. The UAE is also one of Vietnam's largest investors, with 38 projects. Currently, there are about 4,500 Vietnamese workers employed in the UAE.
Prime Minister Pham Minh Chinh's working visit to attend COP28 and conduct several bilateral activities in the UAE is of great significance, affirming Vietnam's consistent policy on green growth and climate change response, while also contributing to strengthening political trust and enhancing the effectiveness of cooperation between Vietnam and the UAE.
