Implement the National Press Development and Management Plan

At the meeting, Associate Professor Pham Ngoc Linh, Vice President of VUSTA, stated that the VUSTA press system has demonstrated its strong role in various fields over the years, disseminating the Party and State's policies; participating in the dissemination of knowledge in specific specialized fields; and engaging in consulting, critical analysis, and social assessment activities.

In accordance with Decision No. 362/QD-TTg dated April 3, 2019, approving the National Plan for the Development and Management of the Press until 2025, and Plan No. 738/KH-BTTT dated June 4, 2019, of the Ministry of Information and Communications on the implementation of restructuring press agencies according to the national plan for the development and management of the press until 2025, VUSTA, its member associations, and affiliated organizations proactively restructured and planned their affiliated press units from April 2019 to December 2020. During the implementation process, the Vietnam Union of Associations strictly followed the guidance documents of the management agencies and ensured the requirements of the restructuring and planning were met.

As the direct governing body, the Vietnam Union of Associations has implemented planning and restructuring for four affiliated newspapers, including: Science and Life Newspaper, Dat Viet Newspaper, Knowledge Online Newspaper, and Vision Online Newspaper.

On November 19, 2020, the Ministry of Information and Communications granted press operating license No. 536/GP-BTTT to Tri Thuc va Cuoc Song Newspaper based on the merger of four media outlets (Khoa Hoc va Doi Song Newspaper, Dat Viet Newspaper, Kien Thuc Online Newspaper, and Tam Nhin Online Newspaper).

After reorganization and restructuring, as of December 2020, there were 21 journal publications affiliated with the Institutes under the Vietnam Union of Associations.

Regarding the proposal, Associate Professor Pham Ngoc Linh, Vice President of VUSTA, stated that currently, the Press Law and its implementing guidelines do not contain any regulations specifying the authority and responsibility of the Vietnam Union of Associations (as the governing body of the Institutes) in the process of applying for journal operating licenses. The lack of legal regulations and a coordination mechanism between the parties involved in managing journals belonging to the Institutes has left the Vietnam Union of Associations without a legal basis to fully fulfill its responsibilities as a related governing body.

Deputy Minister of Information and Communications Bui Hoang Phuong speaks at the working session.

Speaking at the meeting, Deputy Minister of Information and Communications Bui Hoang Phuong stated that the preliminary review and evaluation of the implementation of Decision No. 362/QD-TTg of the Prime Minister on the National Plan for the Development and Management of the Press until 2025 is very important. This will help management agencies understand the situation and identify shortcomings in the implementation process, so that solutions can be found in the future. In addition, the Deputy Minister requested VUSTA to proactively propose effective management plans for related governing bodies.
