
The meeting reviewed and commented on the following contents: Report on the results of tasks performed in February and key tasks for March 2024 by the Standing Committee of the Provincial People's Council; plan for monitoring the results of implementing resolutions, conclusions, and monitoring recommendations of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Provincial People's Council in 2023; and the monitoring outline on "The implementation of land allocation, forest allocation, issuance of land use right certificates for forestry land; and payment for forest environmental services in the period 2019 - 2023 in Dien Bien province".
The delegates attending the meeting unanimously agreed with the report on the results of tasks performed in February and the key tasks for March 2024 of the Standing Committee of the Provincial People's Council. Regarding the plan for monitoring the implementation of resolutions, conclusions, and recommendations, some opinions suggested adjusting the timeframe for the monitoring plan.

Regarding the content of "monitoring the implementation of land and forest allocation, issuance of land use right certificates for forestry land; and payment for forest environmental services in the period 2019-2023 in Dien Bien province," after hearing the representative of the Economic and Budget Committee present the monitoring outline, delegates focused their opinions on several points: Revise the reporting period name to reflect the specific plan; add a separate report on land and forest allocation and issuance of land use right certificates for rubber plantation areas. For areas of land that have not yet been allocated, clearly identify existing limitations and their causes to provide a basis for recommendations that are relevant to reality.
