The report on the preparation work presented by Colonel Nguyen Van De, Head of the National Defense Trade Union at the conference said: Based on the guidance and direction documents from above, in the past time, the National Defense Trade Union and functional agencies and units have actively coordinated and deployed the preparation contents for the 11th Congress of Trade Union delegates seriously and synchronously, meeting the requirements on content, progress and quality.

At the conference, delegates gave their opinions and contributed to perfecting the draft documents of the congress, especially the Draft Political Report, to improve the quality, ensure strictness, and correct orientation of the Central Military Commission, the Ministry of National Defense, the General Department of Politics and the Vietnam General Confederation of Labor. The draft document comprehensively assessed the workers' movement and trade union activities in the 2023-2025 period, emphasizing outstanding results such as: Innovating the organizational model, improving the effectiveness of grassroots trade union activities; affirming the core role of trade unions in emulation movements; taking better care of the material and spiritual life of union members and workers... The targets, goals, action slogans and breakthrough contents in the 2025-2030 period must be highly general, clearly oriented, and suitable to the requirements of building a "revolutionary, disciplined, elite, modern" Vietnam People's Army in the new situation.

Agreeing with the proposal to hold the Congress at the end of December, in his concluding remarks at the conference, Senior Lieutenant General Le Quang Minh noted a number of contents that need to be focused on completing, ensuring the best conditions for the 11th Congress of Military Trade Union Delegates, term 2025-2030, to take place successfully.
