The rate of non-cash social security payments is very low.

Although the leaders of the Provincial People's Committee and related sectors have given specific instructions, the payment of social security benefits without using cash in the province has not yet achieved the desired results. Compared to other provinces and cities in the country, Quang Tri is the locality with the lowest number of social security beneficiaries who are receiving monthly benefits and have opened accounts for non-cash payments.

According to statistics from the Department of Labor, Invalids and Social Affairs, as of December 31, 2023, the whole province has 64,454 social security policy beneficiaries receiving monthly allowances, including 16,975 people with revolutionary contributions receiving monthly preferential allowances and 47,479 social protection beneficiaries receiving social allowances. However, only 386 beneficiaries have opened accounts to pay non-cash allowances.

The reason is that relevant levels, sectors and units have not actively implemented and have not had effective solutions to deploy cashless social security payments effectively, meeting the requirements. The work of mobilizing and propagating to the people has not been carried out vigorously. This leads to the number of subjects registering for cashless payments in the area being limited.

Faced with this situation, the provincial People's Committee has issued a directive, requiring the need to strengthen the implementation of non-cash social security payments in the area. At the same time, specific targets are assigned to localities for the number of social security beneficiaries who are allowed to open accounts and receive non-cash payments. Accordingly, in 2024, strive to have 32% of meritorious people receiving monthly allowances and 28% of monthly social protection beneficiaries open accounts and receive non-cash payments.
