On August 20th, the Center for Science , Technology and Young Talent Development - the permanent organizing unit of the Golden Globe Science and Technology Award - responded to Tuoi Tre newspaper regarding the case of Dr. Nguyen Hoang Chinh, the 2020 award winner and author of an internationally published paper that was removed.

The Golden Globe Awards organizing committee stated that it has received information regarding the case of Dr. Nguyen Hoang Chinh, the author of the recently removed international paper, following a report by Tuoi Tre newspaper in the article "Author of the removed international paper: 'He himself put my name on it'."
Mr. Nguyen Hoang Chinh won the Golden Globe Award in 2020. The article attributed to Mr. Chinh was published in 2022 and was recently removed in July 2024.
Regarding the removal of the article and whether it affects Mr. Chinh's personal reputation and the reputation of the award, and whether Mr. Chinh will face any disciplinary action, the Golden Globe Award's standing committee stated that, based on the Golden Globe Science and Technology Award regulations, the award council is comprised of reputable experts and scientists in the fields for award selection.
The council evaluated the candidates' achievements based on their accomplishments up to the year of consideration for the award, which means Dr. Nguyen Hoang Chinh's achievements from November 2020 (the time the award council met) onwards.
Therefore, given the achievements of Dr. Nguyen Hoang Chinh during this period, the council has selected and recommended that the Central Secretariat of the Ho Chi Minh Communist Youth Union consider awarding him the Golden Globe Award 2020.
"The removal of Dr. Nguyen Hoang Chinh's 2022 published article is not a basis for the Standing Committee to consider proposing to the Central Committee of the Youth Union to revoke his award title."
"Because the article that was removed (in 2022) was not the article that the candidate declared as a scientific achievement when submitting the award application," the award's permanent secretariat explained.
According to the Center for Science, Technology and Young Talent Development, the award regulations (Article 10) issued under Decision No. 1186-QD/TWĐTN-KHCN dated August 19, 2021, by the Central Youth Union Secretariat only consider violations (falsifying documents, making false declarations of achievements, achievements showing signs of scientific integrity violations as confirmed by specialized agencies, fraudulent behavior during online voting, or affecting the transparency and quality of the award) in the achievements listed in the candidate's application.
"However, to date, these achievements (from the period before November 2020) have not shown any signs of wrongdoing. Therefore, in accordance with the Golden Globe regulations, Dr. Nguyen Hoang Chinh is not currently subject to consideration for revocation of the title," the organization affirmed.

Previously, in an interview with Tuoi Tre newspaper regarding the removed article, Dr. Nguyen Hoang Chinh explained: "I was only a co-author, so I was completely uninvolved in the processes of writing, submitting, peer-reviewing, and editing the article."
Commenting on the incident, the Golden Globe Awards organizing committee stated: "We believe this serves as a valuable lesson for Dr. Nguyen Hoang Chinh personally and for young people involved in scientific research."
As the permanent organizing body of the award, to improve its quality, we always listen to and incorporate feedback from scientists, experts, managers, and the community to further refine the regulations.

Dr. Nguyen Hoang Chinh was a lecturer in biotechnology at the Faculty of Applied Sciences, Ton Duc Thang University from August 2015 to November 2022 before moving on to become a researcher at Deakin University, Australia.
While working at Ton Duc Thang University, Mr. Chinh was awarded a scholarship by the university to pursue a master's degree in Taiwan (China).
In 2020, with 38 international publications, Dr. Nguyen Hoang Chinh, then just 30 years old, became the youngest scientist to be honored with the Golden Globe Award that year.
This is an annual award jointly organized by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Science and Technology , aiming to honor young talents with outstanding achievements in the field of science and technology.
