Continue to maintain and improve the quality of cultural titles

Through implementation, the movement has gradually created positive changes in the awareness and actions of authorities at all levels, functional sectors and people, contributing to the implementation of a civilized lifestyle and the preservation of good traditional cultural values.

In recent years, in Ninh Binh province, the construction and improvement of the quality of cultural titles has always been considered a key task in building cultural life and the main content of the Movement "All people unite to build cultural life" aiming to build civilized families and communities with a healthy spiritual and cultural life, contributing to preserving and promoting national cultural traditions.

Implementing the movements, currently, in many rural areas in the province, it is easy to see the strong changes in building a cultural lifestyle at the grassroots level. In villages, hamlets, and residential groups, building a cultural family is included in the village covenants and regulations; implementing the village covenants becomes one of the important criteria for judging the title of a cultural family.

Each citizen knows how to selectively absorb new cultural values ​​of modern families, inherit, preserve and promote traditional family cultural values ​​and good customs in the community; eliminate backward customs and superstitions in weddings, funerals, festivals and religious activities.

Through the implementation of the criteria of the movement to build cultural families and cultural residential areas, the relationship between family members and between families and the social community has become increasingly closer. Since then, there have been more and more typical cultural households in the fields of production, building happy families, studious families, exemplary grandparents, filial children, many examples of good people and good deeds have been spread, raising awareness of self-consciousness in complying with the Party's guidelines and policies, the State's policies and laws, raising people's awareness and responsibility for environmental protection, ensuring security, order and social safety; building a healthy cultural environment at the grassroots level, contributing to changing the face of rural and urban areas, improving the cultural and spiritual life of the people.

The recognition of cultural titles in the past time has been carried out in accordance with principles, objectivity, fairness, democracy and publicity. Since then, the movement of building "Cultural families" and "Cultural residential areas" has been brought into life, becoming a large patriotic emulation movement attracting the participation of Party committees at all levels, the Government and the People, contributing to the socio- economic development of the province.

By the end of 2023, in the province, 275,891/298,887 (92.31%) households achieved the title of "Cultural Family"; 1,638/1,679 (97.56%) villages, hamlets, villages, streets, residential groups and equivalent achieved the title of "Cultural Residential Area".

In addition to the achievements, the movement to build cultural families and cultural residential areas in some places is still chasing after achievements due to the criteria related to the commune meeting the model new rural cultural standards, so the evaluation is still lenient. Although domestic violence and social evils in some places have decreased, they have not been prevented and stopped in time...

To ensure continuity, inheritance and promotion of the achievements in the movement to build cultural titles, in the coming time, it is necessary to continue to disseminate and implement Decree No. 86/2023/ND-CP and Decision No. 38/2024/QD-UBND to agencies, units and localities across the province. Strengthen leadership and direction in implementing the construction of the titles "Cultural Family", "Cultural Village, Neighborhood Group", "Typical Commune, Ward, Town" practically and effectively.

Implement well the family work associated with the criteria for building advanced and exemplary new rural areas, ensuring substance and increasing sustainability. Organize the implementation of building cultural emulation titles associated with the task of economic and social development, carry out the movement "All people unite to build a cultural life", the campaign "All people unite to build new rural areas, civilized urban areas" and other patriotic emulation movements and campaigns in the whole province.

Develop rich, close, and specific propaganda content so that people can easily understand, remember, and implement it, along with diversifying propaganda forms so that people can easily access the content of building cultural emulation titles. Promote the role and responsibility of agencies, organizations, units, and localities in evaluating and awarding cultural emulation titles to ensure consistency, transparency, substance, and objectivity.

Regularly conduct inspections, checks, and supervision, promptly correct and handle violations of the law on the implementation of standards, procedures, and processes for recognizing cultural titles. Timely evaluate, adjust, and overcome limitations, remove difficulties and obstacles in the implementation process; resolutely eliminate formalism and chasing after achievements.

Strengthen the supervision of the heads of inter-family groups with the households in the group to have accurate information on the implementation of cultural family standards. Timely rewards to motivate and encourage cultural families, especially typical cultural families for 3 or 5 consecutive years with many contributions to socio-economic development, building new rural areas, civilized urban areas...
