Continue to maintain and improve the quality of cultural titles.

Through its implementation, the movement has gradually created positive changes in the awareness and actions of all levels of government, functional agencies, and the people, contributing to the realization of a civilized lifestyle and the preservation of fine traditional cultural values.

Over the years, in Ninh Binh province, the construction and improvement of cultural titles have always been considered a key task in building cultural life and a main content of the "All People Unite to Build a Cultural Life" movement, aiming to build civilized families and communities with healthy cultural and spiritual lives, contributing to preserving and promoting national cultural traditions.

Thanks to these movements, significant changes in building a cultured lifestyle at the grassroots level are easily noticeable in many rural areas of the province. In villages, hamlets, and residential areas, the building of cultured families has been incorporated into village regulations and customs; the implementation of these regulations has become one of the important criteria for evaluating the title of cultured family.

Every citizen should selectively absorb new cultural values ​​of the modern family, inherit, preserve, and promote traditional family cultural values ​​and good customs in the community; and eliminate backward customs and superstitions in weddings, funerals, festivals, and religious activities.

Through the implementation of the criteria of the movement to build culturally exemplary families and residential areas, the relationships between family members and between families and the community have become increasingly close. This has led to the emergence of more and more exemplary culturally exemplary households in various fields, including production, building happy families, families dedicated to education, exemplary grandparents, filial children, and the dissemination of many good examples. This promotes self-awareness in complying with the Party's guidelines and policies, the State's laws, and enhances people's awareness and responsibility in environmental protection, ensuring security and social order; building a healthy cultural environment at the grassroots level, contributing to changing the face of rural and urban areas, and improving the cultural and spiritual lives of the people.

The process of recognizing cultural titles in the past has been carried out in accordance with principles of objectivity, fairness, democracy, and transparency. This has brought the movement to build "Cultural Families" and "Cultural Residential Areas" into life, becoming a widespread patriotic emulation movement attracting the participation of Party committees, government agencies, and the people, contributing to the socio-economic development of the province.

By the end of 2023, 275,891 out of 298,887 (92.31%) households in the province had achieved the title of "Culturally Advanced Family"; and 1,638 out of 1,679 (97.56%) villages, hamlets, neighborhoods, and equivalent units had achieved the title of "Culturally Advanced Residential Area".

Besides the achievements, the movement to build culturally exemplary families and residential areas in some places still focuses on achieving targets related to the criteria for achieving model new rural cultural standards, leading to leniency in the evaluation process. While domestic violence and social evils have decreased in some areas, they have not yet been effectively prevented or stopped...

To ensure continuity, inheritance, and development of the achievements in the movement to build cultural titles, in the coming time, it is necessary to continue disseminating and implementing Decree No. 86/2023/ND-CP and Decision No. 38/2024/QD-UBND to agencies, units, and localities throughout the province. Strengthen leadership and guidance in implementing the construction of titles such as "Cultural Family," "Cultural Village/Neighborhood," and "Exemplary Commune/Ward/Township" in a practical and effective manner.

Effectively implement family-related work in conjunction with the criteria for building advanced and model new rural areas, ensuring tangible and increasingly sustainable results. Organize the implementation of emulation titles in culture linked to the tasks of economic and social development, implementing the "All people unite to build a cultured life" movement, the "All people unite to build new rural areas and civilized urban areas" campaign, and other patriotic emulation movements and campaigns throughout the province.

Develop rich, relatable, and specific propaganda content that is easy for people to understand, remember, and implement, along with diversifying propaganda forms to make it easier for people to access the content related to building cultural emulation titles. Emphasize the role and responsibility of agencies, organizations, units, and localities in evaluating and awarding cultural emulation titles, ensuring uniformity, transparency, substance, and objectivity.

Regularly conduct inspections, examinations, and supervision, promptly correcting and handling violations of the law regarding the implementation of standards, procedures, and processes for recognizing cultural titles. Timely assess, adjust, and overcome limitations, resolve difficulties and obstacles in the implementation process; resolutely eliminate formalism and the pursuit of achievements for the sake of appearances.

Strengthen the supervision of neighborhood group leaders over households within their groups to ensure accurate and reliable information on the implementation of cultural family standards. Provide timely rewards to motivate and encourage cultural families, especially exemplary families that have made significant contributions to socio-economic development, rural development, and the construction of civilized urban areas for three or five consecutive years.
